At the start of the new century, governments and the international community set targets to dramatically improve educational opportunities for children, youth and adults over the next 15 years. The World Education Forum (2000) agreed on six EFA goals, which were considered to be essential, attainable and affordable given strong international commitment and resolve. The Dakar Framework for Action declared that by 2015, all children of primary-school age would participate in free schooling of acceptable quality and that gender disparities in schooling would be eliminated. Levels of adult illiteracy would be halved, early childhood care and education and learning opportunities for youth and adults would be greatly increased, and all aspects of education quality would be improved. In the same year, the Millennium Development Goals were agreed, two of which -- universal primary education (UPE) and the elimination of gender disparities in primary and secondary education -- were defined as critical to the elimination of extreme poverty. This report warns that "almost one-third of the world's population live in countries where achieving the Education for All goals will remain a dream unless a strong concerted effort is made".--Publisher's description.
