In today's era, rapid urban expansion has become one of the issues and problems of human societies. As a result of unplanned expansions, significant changes in the land use and coverage of many cities have occurred and have brought many problems. Knowledge of the type and amount of use and different covers and the changes that have occurred in them is one of the most important and fundamental information for the management of urban areas. Due to the dynamic nature of these phenomena, it is essential to use modern techniques such as remote sensing that can provide information on land use and land cover with less cost and time compared to traditional methods. Comparing multi-temporal remote sensing images is an accurate and cost-effective solution for monitoring land use and land cover changes in urban areas, and major research has been conducted in this field. Post-classification comparison is one of the most efficient techniques in this field. In the present research, land use/cover changes in Karbala city between 2002 and 2021 were investigated using multi-temporal images by post-classification comparison (PCC) method. Time 1 image was taken by Landsat 7 ETM+ sensor in 2002 and Time 2 image was taken by Landsat 8 Mahare OLI sensor in 2021 from Karbala city. Three classification methods including; "Minimum distance", "Maximum-Likelihood" and "support vector machine (SVM)" were used. In the first step, multispectral images were fused with panchromatic image by the Gram-Schmidt method. In the second step; NDVI and NDWI spectral indices and textural features were extracted with the GLCM matrix. In the third step; each of the multi-temporal images was classified separately into six land-cover classes including; 1-Built-up area (Bl), 2-vegetation (V), 3-bare land (Br), 4-water channel (C), 5-water (W), and 6- Harvested land (H). It should be noted that the software ENVI 5.3 was used to conduct the present research. In this way, the preparation of training and evaluation samples, classification of remote sensing images and evaluation of the land use/ land cover maps were conducted in ENVI software environment. The results of this research showed that both support vector machine (SVM) and maximum likelihood (ML) techniques have a high capability to detect land use and land covers, and the SVM method is a more accurate classification due to its non-parametric nature. The overall accuracy of the classification using SVM in the best case for the images of 2002 and 2021 was 89.76% and 88.05%, respectively, and the overall accuracy of the ML in the best case for the images of 2002 and 2021 was equal to the 85.94% and 85.36%, which is approximately 3-4% lower than the SVM method and approximately 19% more than the "minimum distance" method. The best overall classification accuracy using "minimum distance" of 2002 and 2021 images were equal to 69.45% and 63.90%, respectively. In the current research, all the classification techniques were implemented in three modes: the first mode was the main multi-spectral bands of 30 meters; the second mode was the pan-sharped spectral bands of 15 meters, and the third mode; Pensharpened spectral bands plus NDVI and NDWI spectral indices and textural features. Fusion of the multispectral and panchromatic images made the classification accuracy of the 2002 image by the ML method and SVM increase by 1.6% and 1%, respectively, and in the 2021 image by 4% and 2.5%, respectively. Textural features were useful in separating urban from non-urban areas. As a result, the overall accuracy of the classification and most importantly the accuracy of the BL class (building and road) increased. In the third mode of any classifier, where all the spectral and textural features are used, the overall classification accuracy is higher than in the first and second modes.By comparing the bi-temporal land use/land cover (LULC) maps of Karbala city in 2002 and 2021, it was found that the urban area (building class and road) has undergone many changes in this period of time. The area of the city has increased from 47 hectares to 157 hectares and has almost tripled. Most of the vegetation covers and harvested area of Karbala metropolitan have been destroyed and turned into residential areas (BL). In total, 33.4 hectares of vegetation and 25.1 hectares of harvested fields have been converted into urban areas. This issue has caused a significant reduction of urban green space. The tripling of the area of Karbala city in the span of 19 years is significant. It is necessary to plan, control and manage the extent and direction of the future expansion of the Karbala city in order to prevent excessive and unbalanced growth and to prevent the degradation of vegetation.
