حوادث سیاسی و نظامی که از اوایل قرن نوزدهم در عرصهی جهانی رخ داد، منجر به تهاجم نظامی دولتهای اروپایی به دوکشور ایران (قاجاریه) و عثمانی گردید که می توان به جنگهای روسیه با ایران و عثمانی و نیز انعقاد قرار دادهایی از سویدولتهای اروپایی و روسیه با هر دوی این کشورها اشاره نمود که در نتیجه منجر به از دست رفتن بخشهای بزرگی ازسرزمینهای این دو کشور گردید. این مسئله دولتمردان این دو کشور عثمانی و ایران را بر آن داشت تا با الگوگیری ازپیشرفتهای نظامی غرب و با استفاده از مستشاران اروپایی دست به اصلاحات گسترده در بارزترین نقطه ضعف خود در برابربیگانگان یعنی سپاه بزنند تا هم بتوانند در مقابل حملات خارجی ایستادگی کنند هم بر ضعفها و مشکلات داخلی فایق آیند.از این رو پژوهش حاضر با هدف مقایسه اصلاحات سپاه در ایران و عثمانی در دوره ناصرالدّین شاه قاجار انجام شده است.اصلاحات دورهی ناصرالدّین شاه در ایران که با اردادهی شاه که به حق از نظر مدرن کردن کشور ، شاه اولین هاست و به همتوزیری وطن پرست و مصلح و البته تندرو به نام امیرکبیر انجام شده است و بعد امیرکبیر با تأکید و پیگیری شاه به همّتمیرزا حسین خان سپهسالار و حسامالسّلطنه و برخی رجال قاجاری و مستشاران خارجی تکمیل شده است که مربوط بهآموزش نیروهای متخصّص به دست نیرویهای خارجی بود که این امر وابستگی سپاه کشور به نیرویهای متخصّص خارجی راافزایش می داد اما سپاهیان را با علوم جنگی مدرن آشنا و به ادوات حربی جدید تجهیزکرد . از نقاط ضعف و موانع بزرگاصلاحات سپاه در ایران دورهی ناصرالدّین شاه ، بحران شدید مالی ،اهمیت نامتقارن و افراطی سواره نظام ایلی و کم توجهی بهپیاده نظام و توپخانه بود این امر بدلیل عدم بومی سازی دانش آن در ایران بوده، امری که عثمانیها در آن تبحّر داشتند.اصلاحات سپاه عثمانی نیز تا حدی معطوف به کسب دانشهای جدید نظامی بود. البته در عثمانی نیز در همین مقوله موانعیبسیار وجود داشت که می توان به عدم انعطاف سیستم سنتی حکومت عثمانی، ضعف و به روز نبودن ساختار دستگاه حکومتیو عدم همراهی مقامات حکومتی با اصلاحات و رقابت سواره نظام و افسران ترک با مستشاران خارجی و آشنا نبودن مستشارانخارجی به زبان ترکی اشاره داشت
The events that took place on the global scene from the early nineteenth century,both politically and militarily, have led to pressure from the European states to thetwo governments of Iran (Qajar) and the Ottoman Empire, which can be calledRussian wars with both of these Countries and agreements were signed byEuropean governments, as well as Russia, with the Qajar and Ottoman regimes,which resulted in the loss of large parts of the territories of the two countries. Thiscaused the governorates of these two countries to make extensive reforms in theirmost obvious weaknesses against the aliens, the Revolutionary Guards, by drawingon the military advances of the West and using European advocates. Therefore,this study was conducted with the aim of comparing the Revolutionary Corps inIran and the Ottoman Empire during Naser-al-Din Shah Qajar period. The resultsof this study showed that during the Nasser-al-Din Shah and Ottoman period,corrections were made in the Guards. The reforms of Nasser al-Din Shah's periodin Iran, which were carried out by the will of the Shah, who is rightly the first Shahin terms of modernizing the country, and by the efforts of a patriotic, reformistand, of course, extremist minister named Amir Kabir, followed by the Shah. It wascompleted by Mirza Hussein Khan Sepahsalar and Hesam Al-Saltanah and someQajar men and foreign advisers, which was related to the training of specializedforces by foreign forces, which increased the dependence of the IRGC on foreignspecialized forces, but the troops Familiar with modern war science and equippedwith new military equipmentOne of the major weaknesses and obstacles of IRGC reforms in Iran during thereign of Nasser al-Din Shah was the severe financial crisis, the asymmetric andextreme importance of tribal cavalry, and the lack of attention to infantry andartillery. This was due to the lack of localization of knowledge in Iran. TheOttomans were proficient in it. The reforms of the Ottoman army were also partlyfocused on acquiring new military knowledge. Of course, there were manyobstacles in the Ottoman Empire in the same category, which can be attributed tothe inflexibility of the traditional Ottoman system, the weakness and lack ofstructure of the government apparatus and the lack of government officials withreforms and the Turkish cavalry competition with foreign advisers.
