افزایش جمعیت، کمبود فزاینده منابع آب شیرین و سطح امنیت غذایی طیف گسترده برنامهریزان، سیاستگذاران، مدیران و سرمایهگذاران را متقاعد کرده است. صرف هزینههای زیاد برای پاسخهای مقطعی به نیازهای آب، انرژی و غذا بهویژه در بحبوحه رویارویی با پدیدهای تغییر اقلیم و گرمایش جهانی، منطقی و بهینه نیست. بر اساس آخرین طبقهبندی سازمان بینالمللی جغرافیایی، ایران ازنظر اقلیمی در دسته مناطق خشک و نیمهخشک واقع است. در این میان شهرستان ورامین واقع در حوضه آبریز دریاچه نمک از خشکترین نواحی کشور به شمار آمده؛ و با چالشهای کمآبی دستوپنجه نرم میکند.به دنبال آشکار شدن روند افزایشی انتشار آلایندههای ناشی از تولید و مصرف انرژی. تٲثیرات آن بر اقلیم و منابع آب، اهمیت بهکارگیری مدیریت فرابخشی در موضوعات آب، انرژی غذا و محیطزیست با محوریت آب، بر کلیه متصدیان هر بخش نمایان گردید. از دگر سو عدم مدیریت صحیح و همهجانبه بعضا منجر به افزایش تنشهای هر بخش با محوریت آب و نیز افزایش هزینههای اجتماعی و اقتصادی شده است.بهطورکلی هدف از این پژوهش شناسایی و ارزیابی پتانسیلهای منابع آب، انرژی و کشاورزی در شهرستان ورامین مطابق اسناد بالادستی، در چارچوب اصول توسعه پایدار است. در این راستا مواردی چون سطح دسترسی به آب، انرژی و غذا در محدوده شهرستان و وجود چالشهایی چون فرونشست فوقالعاده زمین؛ لزوم اتخاذ تدابیر همهجانبه، منعطف و هوشمند در مدیریت تٲمین و برداشت بهینه از منابع را ضروری میکنند.پژوهش حاضر رویکرد "همبست آب، انرژی و غذا" را برای آشکارسازی تعاملات میان این سه بخش و حل مداخلات میان آنها به صورتی مصالحه آمیز، با بهکارگیری ابزارهایی پویا و مورد تٲیید نهادهای علمی بینالمللی برای شهرستان ورامین مورد سنجش قرار داده. در ادامه پوشش ویژگیهای واقعی در قالب برنامهای یکپارچه برای شبیهسازی در PAEW و اکسل، بهمثابه آزمایشگاهی مجازی، ارزیابیهای، اجتماعی و محیطزیستی سیاستها برای انتخاب سناریو بهینه محقق شده است.بهرهگیری از سناریوهای عمومی و یکسان برای بخشهای آب، انرژی و غذا بخشی از نوآوریهای تحقیق در میان مطالعات همرده است؛ چراکه با پیشبرد همزمان اهداف سه بخش، مداخلات را مسالمتآمیز و تناقضات میانبخشی را کمینه مینماید. در پایان تحلیلهای پایداری نشان داد؛ سناریوی شماره 5 با بهرهگیری بیشتر از تکنیکهای مدیریت عرضه و تقاضا نسبت به سایرین توانسته است اهداف توسعه را با کمترین برداشت از آبخوان در پایدارترین حالت نسبی اجتماعی و محیط زیستی محقق نماید.
Population growth, growing scarcity of freshwater resources and food security have a broad agenda, convincing policymakers, management and investors. Merely the benefits of meeting the needs of water, energy and food, especially in the face of climate change and global warming, is not logical and optimal. According to the latest classification of the International Geographical Organization, Iran is climatically classified as arid and semi-arid. Meanwhile, Varamin city has been registered in the catchment area of Namak Lake, one of the driest areas of the country; And with the challenges, little by little, the software is the least powerful.Following the revelation of the increasing trend of emissions of pollutants from energy production and consumption. Its effects on climate and water resources, the importance of applying cross-sectoral management in water, food energy and environment with a focus on water, was shown to all managers in each sector. On the other hand, the lack of proper and comprehensive management has sometimes led to increased tensions in each sector centered on water and also increased social and economic costs.In general, the purpose of this study is to identify and evaluate the potential of water, energy and agricultural resources in Varamin city according to the upstream documents, within the framework of the principles of sustainable development. In this regard, issues such as the level of access to water, energy and food within the city and the existence of challenges such as extraordinary land subsidence; They need to take comprehensive, flexible and intelligent measures in the management of supply and optimal extraction of resources.The present study evaluated the "water, energy and food correlation" approach to reveal the interactions between these three sectors and resolve the interventions between them in a compromising way, using dynamic tools approved by international scientific institutions for Varamin city. The coverage of real features in the form of integrated programs for simulation in WEAP and Excel, as a virtual laboratory, evaluations, social and environmental policies to select the optimal scenario has been achieved.Utilizing the same general scenarios for the water, energy, and food sectors is part of the research innovation among all studies; Because by simultaneously advancing the goals of the three sectors, it minimizes interventions peacefully and minimizes interdepartmental contradictions. Finally, stability analyzes showed; Scenario No. 5, by using more supply and demand management techniques than others, has been able to achieve development goals with the least harvest from the aquifer in the most sustainable relative social and environmental conditions.
