This thesis explores the changes of food safety control system in the UK, the USA,Canada, the EU and South Korea over the last ten years to find lessons for theestablishment of a food safety control system for Korea. The aim being to protect theconsumer, for this purpose, we look at these changes at three levels: (1) Horizontaldivision of food safety responsibility at the central government, (2) The workingrelationship between scientists and policy makers, and (3) Vertical working relationshipbetween central and local governments. This work is undertaken by comparativeperspective with multiple case studies. The ideas and concepts of New PublicManagement and Risk Analysis help us to understand those changes. Research methodsare semi-structured interviews, documentary analysis, participatory observation andliterature survey and emailing. The main findings of the study are: At the centralgovernment level, fragmented, ill-coordinated, unclear responsibility, dual and multiroles of food authorities matters, therefore new single agency has been created in theUK, the EU and Canada. The division of food safety responsibility between central andlocal government varies but increasingly the partnership is required to cope with foodrisks. The changes of food safety control system have been motivated by variousreasons and resulted in different organizational settings but the principles and valuessuch as mission clarification, more accountability, independency, transparency,participatory decision making, and even and consistent food law enforcement are allemphasized in the reform of food safety control system. The similarities help us to findgeneral principles in dealing with scientifically uncertain food risks and differences helpus to build organizational and instrumental arrangements reflecting different political,administrative and historical situations for the establishment of more efficient andeffective food safety control system.
