بخش کشاورزی تامین کننده ‮‭۱۶‬تولید ناخالص داخلی ، ‮‭۲۷‬ شتغال، ‮‭۹۰‬ مواد غذایی مورد نیاز جامعه و ‮‭۳۰‬ صادرات غیر نفتی کشور می باشد .به همین دلیل رشد و توسعه این بخش به عنوان محور توسعه اقتصادی واجتماعی یکی از اهداف مهم مسئولان مملکتی بوده ، تحقق آن در گرو تحولات بنیادی و همه جانبه در ساختار بخش کشاورزی ، مدیریت بهره برداری مطلوب از منابع وامکانات موجود و هدایت دقیق فعالیتها در چهارچوب برنامه ریزی علمی واصولی است . به لحاظ اقتصادی و سیاسی گندم شاخص ترین و با ارزش ترین محصول کشاورزی در ایران است . گندم از محصولات استراتژیک کشور بوده نقشی کلیدی در امنیت غذایی کشور دارد. همین امر باعث شده است که قدرت های بزرگ از گندم به عنوان یک حربه سیاسی بر علیه کشورهای در حال توسعه استفاده کنند.برای جلوگیری از اعمال اهرمهای فشار قدرتهای بزرگ چاره ای جز افزایش تولید گندم به طرق مناسب و اصولی وجود ندارد

Iranian agriculture sector contributes about 16 to gdp, 27 to employment, 90 for national food needs, and 30 of non oil exports. This is the main reason that, this sector is concerned as a main pivot sector from some authorities point of views. To meet this ideal role of this sector in the economy, there are needs for structural and comprehensive improvements in the sector, better optimal utilization of existing resources and other opportunities, and Precisionist conducts of overall activities derived from scientific and well- framed planning systems. Wheat has an outstanding economic and political position in the agriculture sector of Iran. It is a strategic product and has a key role in the food security of the country, as there are evident that some economically powerful countries exploit this product as some political instrument against some other developing countries. To set free the country from such probable political pressures there is a serious need to enhance the proper methods of national wheat production enlargement. Currently, after 45 years, due to the grace of grate God and determination of the farmers, the nation feels the lovability of national self sufficiency in wheat, where Iranian bread is purely made from Iranian wheat, the probable future climatic limitations for such products or probable unawareness of some authorities may destabilize the sustainability of such achievement. Alternatively, there is a feeling within the sector that, to feed the growing population in the future, one should pay close attention to the facts that there are some discrepancies within some international and national indices. Poor scientific know-how and technical skills and poor levels of awareness and vocational skills within the related workforce, and weak production management, especially those of planning skills in wheat production systems and economic incompetence are the important and main obstacles to increase the efficiency rates of such production.In this research the role of managerial planning skills, including that of objective settings, cognition of opportunities and factors of production through pre-culturing establishment of resource matrix such as land, capital, workforce, machinery; foreseeing of climatic environment such as average rain rates, its time and local distribution; the relevant planning for transportation, costs, finance and credit sources, extension and vocational training possibilities; clarifications of real needs due to the set aims, with profit, productivity , speed, sustainability, methods of procurements, organization, stuffing, controlling and the conduct of the system, and the evaluation of overall system against the set objectives in due course of execution was all worked out in a research plan. In the execution stage of this plan, the field questioning of 240 wheat farmers of the determined region of Iran was carried out. Results show the close correlation between the farmers' levels of recognition, and their levels of application of above-mention criteria, and their relevant skills with their levels of on-farm wheat yields. Especially, the correlation coefficient between their planning skill levels and their yield levels are positively significant. Also the correlation coefficient between their planning skill levels and their net profit levels are positively significant. From all personal factors, the only significantly role playing factors were that of education levels, and wheat production years of familiarity.Thus, solution arisen from this study for wheat yield augmentation is the development of managerial planning skills of wheat farmers, which would be the main functions of policy and national management systems, including that of national agricultural education and extension systems. Therefore, education system must give first priority for these aspects of production management, in both private and public sectors. To speed up the pavement of the development path of agriculture from traditional to more mechanized one, there is an urgent need to study the extension system in production cooperatives and their consequent establishment in the region. The extensive establishment of soil and leaf analyzing laboratories and the subsequent access of the farmers to such establishments, would lead to their better recognition of their resource needs and to their optimal utilization. In future, the specific similar study of some more successful farmers, i.e. producing above national yield levels, as an incentive to improve the behaviors of more weak farmers is needed.
