From the distant past, one of the most important legal issues has always been civil responsibility. Because citizens are faced with legal issues thousands of times a day, most of which are related to this branch of rights. Article 1 of the Civil Law of Iran and Article 31 of Turkish Law Article 49 of the Law of Obligations generally addresses the civil liability circle of various areas, including origin, performance, works, etc. Lawyers, while discussing this general material, which in many cases resolve legal problems, have carefully reviewed the laws along with the rules, procedures, regulations and other relevant issues In order to be able to express the ways of compensating them in the face of the huge amount of damage that has been created in society, in addition to creating obstacles to their realization. In this way, it can be said that by comparing two legal systems within the scope of civil liability, we can say that unanswered responses to some ambiguous cases and types of products created in pursuit of a more comprehensive and comprehensive solution to the problems of citizens in the field of law
