In a world where there is enough food for everyone, hunger is a disaster that one in nine people face around the globe each day. Even worse, one in three people endure undernourishment. Humanitarian food assistance is one of the major topics to discuss under these conditions. United States Agency for International Development (USAID) Office of Food For Peace (FFP) plays an essential role in decreasing food insecurity and creating a more stable world by providing food assistance to the most vulnerable. Our research focuses on creating policy recommendations that increase the cost-effectiveness of a supply chain from historical data and a case study to support USAID's future operations. Analyzing historical data and identifying potential improvement points in the system is the first step of the study. Based on findings from data analysis and organizational rules, the data-driven time expended mathematical models are generated to build optimization tool. Optimization tool identifies the most cost-effective ones from all procurement and distribution options to deliver the demanded commodity with the right volume to the right place at the required time. An Ethiopia case study input data are prepared and run with the tool. Scenario outputs are used to generate recommendations for policymakers.
