This dissertation studies the management of the UNESCO's World Heritage Site of Saint-Louis of Senegal. Using an ethnographic method, it is argued that the predicaments encountered in the enforcement of the preservation efforts are deeply caused by the lack of involvement of grassroots communities' expressive cultures and perspectives. By focusing on the colonial-built architecture, the heritage authorities marginalize the multiple voices that still constitute the core of the cultural animation of Saint-Louis as well as the vector for tourism development. Accepting multivocality is integrating dissenting voices that contend with aspects of the inherited past but is also telling a full story to visitors. It is concluded that only such bold steps of accepting plurality and postcolonial cosmopolitanism could aid in safeguarding the integrity and sustainability of the heritage tourism asset of the island.
