This article, based on a survey of Lebanese bureaucrats conducted in 1979-80, provides an empirical assessment of the impact of the continuing conflict in Lebanon on the governmental bureaucracy. The findings are presented in terms of the framework offered by the Weberian model of bureaucracy and offer a view of the impact of the conflict from the perspective of the bureaucrats themselves. Major areas examined include the impact of the war on bureaucratic structure, bureaucratic performance and behavior, and the bureaucratic environment.
