The intent of this study was to describe and explain historical and contemporary governance and administration of higher education in the Canadian and Albertan contexts. Research questions were related to identifying the characteristics and workings of contemporary educational governance and administration, and providing reasons for the scenario. Additional questions dealt with university autonomy, the existence or absence of a state-led national project for higher education, and the impact of political and economic discourses on reform.This study was undergirded by an interpretive meta-theoretical perspective, which gives importance to meaningful social action (Neuman, 2003, pp. 76-77). Data were obtained from relevant primary and secondary documents. Analysis was guided by Fairclough's (1998, pp. 62-101) framework for analyzing discourse as text, discursive practice, and social practice, Howlett and Ramesh's (1995, pp. 11-12) policy analysis model, and Manzer's (1994, pp. 3-17) elite pluralist theory.The primary finding of this study was that the character and functioning of current and historical higher education governance and administration was the outcome of conflicts among different groups subscribing to different ideologies, which they articulated as discourses. During the contemporary era, the dominant group in Canadian society adhered to the ideology of technological liberalism, which emphasized globalization and Canada's standing in the global economy. Other findings were the universities lost some of their autonomy during the contemporary era; there was no official national higher education policy, but there was a pan-Canadian approach to higher education; policy documents were used by the Alberta government to regulate and control the University of Alberta, while the university community used these documents to increase their autonomy.The above findings indicated the need for government policy-makers to seek greater involvement by multiple policy groups in the public discussion on higher education; and for the university community to actively seek more vocal public support for its social and cultural functions. They also indicated the need for more studies which would update and extend the geographical boundaries of this research.
