به دنبال فروپاشی شوروی و تحول ساختار بین المللی، جمهوری آذربایجان از جمله کشورهایی بود که علاوه بر ابرقدرتها، عرصه نفوذ و حضور هر دو کشور جمهوری اسلامی ایران و ترکیه قرار گرفت .در پاسخ به این پرسش که حضور هر دو کشور در خلاء قدرت بوجود آمده در فضای پساشوروی تا چه میزان همکاری جویانه و یا رقابت جویانه بوده است، بایستی اذعان داشت که علاوه بر همکاری های سه جانبه در قالب سازمانهای منطقه ای و نیز برگزاری نشست های سه جانبه، فرایند تاریخی سیاست خارجی دو کشور در جمهوری آذربایجان با برتری ترکیه در عرصه‌های انرژی، اقتصادی، سیاسی و امنیتی همراه بوده و بر خلاف سیاست خارجی ایران، مشترکات فرهنگی بین دو کشور آذربایجان و ترکیه به عنوان عنصری همگرا عمل نموده و نزدیکی هر چه بیشتر دو کشور را فراهم نموده است .باوجود استمرار روابط و نیز در کنار سایر عوامل ساختاری کلان، واقعیات ژئوپلیتیک و ذهنیت نخبگان هر دو کشور نسبت به یکدیگر از منابع تشدید کننده بی‌اعتمادی در روابط بین ایران و آذربایجان بوده و نقش واگرایانه ترکیه در این خصوص را نباید نادیده انگاشت

Following the collapse of the Soviet Union and the transformation of the international structure, the Republic of Azerbaijan was among the countries that, In addition to the superpowers, became the sphere of influence and presence of both the Islamic Republic of Iran and Turkey.In response to the question of how cooperative or competitive the presence of both countries was in the post-Soviet space vacuum, it should be acknowledged that in addition to the tripartite cooperation in the form of regional organizations as well as holding Trilateral summit, historical process of the two countries' foreign policy in the Republic of Azerbaijan has been accompanied by Turkey's superiority in energy, economic, political and security spheres and unlike Irans foreign policy, the cultural commonalities between the two countries, Azerbaijan and Turkey acted as convergent element and the more closely the two countries has provided.However, despite the continuity of relations as well as other macro structural factors, the geopolitical realities and mentality of the elites of both countries towards each other have been a source of resonator distrust in relations between Iran, Azerbaijan and Turkey's divergent role in this regard should not be overlooked
