طرح‌های هادی روستایی برنامه‌ای برای توسعه مناطق روستایی هستند .هرچند تمامی این طرح‌ها بر اساس نیازهای جامعه روستایی تهیه می‌شوند، ولی همیشه و در همه نقاط روستایی دارای اثرات یکسان نبوده‌اند .در سال‌های اخیر برخلاف انتظارات و علی‌رغم فعالیت‌های زیاد و صرف هزینه‌های بالا اهداف طرح‌های هادی به‌طور کامل محقق نشده و حتی شناخت دقیقی نسبت به جنبه‌های مختلف ارزیابی و مدیریت این طرح‌ها به‌نحوی‌که امکان تجربه‌اندوزی نظام‌مند و طراحی سیستم بهینه فراهم آورد، مورد توجه جدی نبوده است .به دنبال این شرایط لزوم وجود یک سیستم مدیریتی سازمان یافته به منظور مدیریت و ارزیابی دقیق طرح‌های هادی روستایی امری ضروری و مهم به حساب می‌آید .هدف اصلی پژوهش حاضر ارائه الگوی مدیریت و ارزیابی طرح‌های هادی روستایی بر مبنای مدل منطقی در روستاهای شهرستان ملکان است که از اجرای این طرح‌ها حدود ‮‭۱۰‬ سال گذشته باشد .روش پژوهش در این تحقیق توصیفی-تحلیلی بوده که روش جمع‌آوری داده‌ها و اطلاعات در آن از طریق منابع کتابخانه‌ای و میدانی فراهم شده است .ابزار مورد استفاده پرسشنامه و جهت تجزیه و تحلیل داده‌ها از نرم افزار ‮‭SPSS‬ و ‮‭Smart PLS‬ استفاده شده است .یافته‌های پژوهش بر اساس فرضیه‌های تحقیق بدین شکل می‌باشد سبک رهبری فعلی حاکم بر مدیریت طرح‌های هادی روستایی در بین ‮‭۵‬ سبک موجود، سبک تعاملی است که این سبک بیشترین امتیاز را به خود اختصاص داده است .بر اساس نتایج حاصل از یافته‌های فرضیه دوم تحقیق که از روش معادلات ساختاری استفاده شده است، مهمترین عامل موثر بر موفقیت و ارزیابی طرح‌های هادی روستایی عامل مشارکت مهمترین عامل و موثرترین عامل از نظر کارشناسان و دهیاران شناسایی شده است

Rural conductor plans are a program for the development of rural areas. Although all of these designs are tailored to the needs of the rural community, they have not always had the same impact in all areas. In recent years, despite the expectations and despite the high costs and high costs of conductor project goals, not even fully realized and even a detailed understanding of the various aspects of evaluating and managing these projects in a way that enables systematic experimentation and optimized system design has not received serious attention. Given these conditions, the necessity of having an organized management system in order to accurately manage and evaluate rural conductor plans is essential. The main purpose of the present study is to present a model of management and evaluation of rural conductor plans based on a logical model in the villages of Malekan city that has been implemented for about 10 years. The research method in this study is descriptive-analytical in which the method of data collection and information is provided through library and field resources. Questionnaire was used and SPSS and Smart PLS software were used for data analysis. The research findings are based on the research hypotheses that the current leadership style governing the management of rural conductor schemes among the five existing styles is the interactive style that has gained the most points. Based on the results of the second hypothesis of the research using the structural equation method, the most important factor affecting the success and evaluation of the rural conductor plans is the participation factor, the most important factor and the most effective factor for experts and peasants
