تلاش برای فراهم نمودن غذای سالم و کافی به منظور تامین سلامتی اعضای جامعه از جمله مسائل مهمی است که مسئولیت آن جز وظایف اصلی دولت ها به شمار می‌صآید، و این مسئله با توجه به رشد چشمگیر جمعیت در تمامی کشورهای جهان به ویژه کشورهای در حال توسعه، به صورت امری خطیر، دشوار و در خور تامل درآمده است .با توجه به اهمیت تامین مواد غذایی در فرآیند توسعه اقتصادی، بحث امنیت غذایی به خصوص در کشورهای در حال توسعه مطرح می‌صشود و قیمت مواد غذایی متغیر کلیدی و اثر گذار در عرضه و تقاضای مواد غذایی و محصولات کشاورزی همواره مورد توجه سیاست‌صگذاران می‌صباشد ،لذا اطلاعات مربوط به نحوه واکنش قیمت موادغذایی به سیاست‌صهای پولی و مالی اعمال شده از اهمیت ویژه‌صای برخوردار است، بر همین اساس در مطالعه حاضر به منظور ارزیابی سیاست‌صهای پولی و مالی و تأثیر آنها بر قیمت مواد غذایی از مدل خود رگرسیونی برداری عامل افزوده ساختاری (SFAVAR) و تصحیح خطای برداری عامل افزوده ساختاری (SFVECM)استفاده شده است و تکنیک‌صهای عکس العمل آنی و تجزیه واریانس خطای پیش‌صبینی مورد ارزیابی واقع گردیده است .برای این منظور از ۳۰ متغیر اقتصاد کلان در دوره‌صهای زمانی۱۳۶۷ تا ۱۳۹۳ بهره گرفته شده است .داده‌صهای مورد نیاز فصلی بوده و از سایت بانک مرکزی جمع آوری شده‌صاند .نتایج الگوی SFAVAR نشان می‌صدهد که شوک‌صهای حاصل از وضع مالی دولت، نرخ ارز، بخش خارجی، تورم غیرغذایی و خود تورم موادغذایی بر رشد قیمت مواد غذایی تأثیر مثبت داشتند و موجب افزایش تورم موادغذایی در بلندمدت می‌صشوند این در حالیست که شوک متغیرهای پولی و اعتباری و تولید حقیقی دربلندمدت تأثیر منفی بر تورم دارند .نتایج توابع واکنش آنی حاکی از میرا بودن تأثیر شوک متغیرهای کلان اقتصادی بر تورم موادغذایی در بلند مدت) دوره زمانی چهار ساله (می‌صباشند این شوک‌صهای پس از چند دوره مستهلک شده و از بین می‌صروند .نتایج حاصل از الگوی SFAVEC نیز نشان می‌صدهد که تأثیر شوک همه متغییرها بر قیمت موادغذایی در کوتاه مدت) بازه زمانی دو و نیم ساله (مثبت بوده و موجب افزایش قیمت موادغذایی می‌صشوند .نتایج توابع واکنش‌صآنی این الگو نشان می‌صدهد که تأثیر همه شوک‌صها به جز شوک بخش خارجی و خود قیمت موادغذایی بر قیمت موادغذایی نامیرا می‌صباشند و در کوتاه مدت از بین نمی‌صروند .همچنین نتایج حاصل از هر دو الگوی SFAVAR و SFAVEC نشان دهنده منفعل بودن بخش وضع مالی دولت از سایر متغیرهاصی وارد شده در الگوی مورد مطالعه می‌صباشد

Among important issues, responsibility of trying to provide safe and enough food in order to supply the health of society members is the main task of governments and this is due to the population growth in all countries of the world, especially third world countries, has become something serious, difficult and worthy of contemplation. Given the importance of food security in economic development, especially food security mentioned in developing countries and food prices variable as an effective key variable is considered by policy makers in supply and demand for food and agricultural products. Therefor, information of food prices reactions on applied monetary and fiscal policies is of great importance, Accordingly, in this study to assess the monetary and fiscal policies and their effect on food prices, Structural Factor Autoregressive (SFAVAR) model and Structural Factor Vector Error Correction models (SFVECM) used and the techniques of impulse response and analysis of variance prediction error evaluated. For this purpose, 30 macroeconomic variables were used in the period of 1367 to1393. The data is seasonal and have been collected from the site of the Central Bank. Results of (SFAVAR) model shows the Shocks of government finances, exchange rates, foreign sector, non-food inflation and food inflation had a positive effect on rising food prices and cause Food inflation increase in the long time, meanwhile monetary and credit variables shocks and real product had negative effect on inflation. Results of impulse response function shows, there is mortality effect of macroeconomic shocks, on food inflation in long time. These shocks dispute and disappear after several courses. The results of (SFAVEC) model also show, the shock effect of all the variables on food prices in the short time is positive and its cause food prices increase. The results of impulse response functions in this model show that all shocks Except exterrnal shock and food price have immortal effect on food price and its not disappears in short time. also the results of both SFAVAR and SFAVEC models Represents that, governments finance is passived from other enterd variables
