#The purposes of this study were three-fold: )1( to analyze alternative approaches to eductional planning within the larger contex of national socioeconomic development, )2( to identify major determinants and constraints relative to educational development in contemporary Iran, and )3( to formulate a planning model for primary, guidance )junior-high(, and primary-vocational schooling in Iran . A model for educational development in Iran is proposed, analyzed, and defended . Component elements include recommended processes for assessing major socioeconomic, political, and cultural-historical factors formative of institutionalized education, for the determination of fundamental objectives and tactics, and finally, for evaluating systemic output.
