منطقه آزاد ارس به عنوان دروازه شمال غرب ایران با چالش‌های فراوانی در حوزه مدیریت منابع روبرو است. بنابراین جهت مرتفع ساختن چالش هایی پیش روی منطقه، بکارگیری رویکردهای نو با نگاه به آینده در حوزه مدیریت همچون رویکرد حکمروایی خوب شهری ضروری است. بحث حکمروایی خوب شهری بعنوان جوهر و چهارچوب برنامه‌ریزی توسعه‌پایدار طي سال‌هاي گذشته، در کانون برنامه‌هاي توسعه نهادهاي بين‌المللي قرار گرفته است. حكمروایي شایسته شهری به عنوان يك پيش شرط اساسي براي عملكرد خوب بازارها و ايجاد شرايط جذب سرمايه‌گذاري و تخصيص پايدار سرمايه‌گذاري‌هاي فيزيكي و همچنین در بهبود کارایی سازمانها و عملکرد شهرها دارای اهميت ويژه‌اي می باشد. در این رساله سعی بر این است تا نقش حکمروایی شایسته شهری بر توسعه پایدار مناطق آزاد با رویکرد نگاه به آینده(آینده پژوهی) بررسی و مورد آزمون قرار گیرد. بر این اساس با اتکا بر روش توصیفی - تحلیلی به بررسی و سنجش نقش الگوی حکمروایی خوب شهری در راستای رسیدن به توسعه پایدار منطقه آزاد تجاری صنعتی ارس پرداخته است. برای تجزیه و تحلیل داده ها، بیان رابطه بین داده‌ها و اثبات فرضیات، از نرم‌افزار SPSS، روش همبستگی، آزمون Tو همچنین از روش ها، تکنیک ها و نرم‌افزارهای آینده پژوهی ماننده سناریوسازی، توفان فکری، Micmac و ... استفاده شده است. نتایج تحقیق نشان می دهد که بین الگوی حکمروایی خوب شهری و پایداری توسعه در منطقه آزاد ارس رابطه معناداری وجود دارد و الگوهای حکمروایی خوب توانایی پیش بینی و تحقق شاخص¬هایی توسعه پایدار را در منطقه دارا می باشند. این پژوهش بیان می دارد که اگر زمینه‌های حکمروایی خوب در منطقه آزاد ارس پایه‌ریزی شود، ابتدا زمینه‌های لازم برای مشارکت ارسوندان و سرمایه‌گذاران و به تبع آن رضایتمندی ارسوندان فراهم آمده و بر اساس شاخص‌های موثر بر توسعه‌پایدار منطقه آزاد ارس، سناریوهای مرتبط کشف و به تناسب آن چشم‌اندازی از توسعه‌پایدار آتی منطقه آزاد ارس را ارائه نماید. در یک نتیجه‌گیری کلی حاصل از برآیند سناریوها می توان گفت، سیستم در حال حرکت به سمت پایداری هست ولی فاصله زیادی با مطلوبیت کامل دارد.

Aras Free Zone, as the gateway to northwestern Iran, faces many challenges in resource management. Therefore, to solve the challenges facing the region, it is necessary to use new approaches to the future in the management field, such as good urban governance. The discussion of good urban governance as the essence and framework of sustainable development planning has been included in the development agendas of international institutions. Decent urban governance as a basic precondition is important for the good performance of markets and creating conditions for investment attraction and sustainable allocation of physical investments, as well as improving the efficiency of organizations and the performance of cities. This thesis examines and tests the role of competent urban governance in the sustainable development of free zones by looking to the future (future research). Based on this, relying on the descriptive-analytical method, it examines and evaluates the role of a good urban governance model in achieving the sustainable development of the Aras Industrial Free Trade Zone. SPSS software, correlation method, T-test, future research methods, techniques, and software such as scenario building, brainstorming, and Micmac were used to analyze the data, express the relationship between the data, and prove hypotheses. The research results show a significant relationship between the model of good urban governance and the sustainability of development in the Aras Free Zone, and the models of good governance can predict and realize sustainable development indicators in the region. This research states that if the foundations of good governance are established in the Aras Free Zone, the necessary grounds for the participation of Aras Free Zone citizens and investors and their satisfaction will be provided. Based on the indicators that affect the sustainable development of the Aras Free Zone, related scenarios are discovered, and accordingly, a vision of the sustainable development of the Aras Free Zone is presented. A general conclusion of the scenario results shows that the system is moving towards stability but is far from optimal.
