As the population of displaced persons continues to reach record-setting levels each year, recent suggestions and frameworks for international policy on forced displacement from scholars and policymakers (such as the Global Compact on Refugees) have attempted to apply universal principles of refugee protection to various regions and disparate situations. However, these non-binding international international efforts are consistently undermined by a recent proliferation of bilateral deals (formal agreements and informal arrangements) between destination states and transit states. In response, my dissertation research seeks to answer the following questions:(1) How have the complex of actors involved in the international refugee regime (IRR), including UNHCR, origin, transit and receiving states, and NGOS, shaped refugee policy in Morocco and Mexico? (2) And how can understanding these cases help us on the path towards genuine reform of the IRR to ensure the protections stipulated by international law? Online archival research and interviews with NGOs in operating in Mexico and Morocco reveal that UNHCR, destination and transit states have focused on maximizing strategic gains and adopted a "migration management paradigm" to the detriment of refugees, asylum seekers, and migrants.
