There has been an increased interest in cross fertilizing studies between strategicmanagement and political science. Studies have examined the effectiveness ofcorporate political lobbying at both an organisational and industry level. What islacking in these works is a systematic and comprehensive perspective oncorporate lobbying development from within the firm. In this thesis we deploy adynamic resource-based perspective to unbundle the development of lobbyingprocesses as a strategic capability. We examine two distinct policy contexts;Exogenous policy context (where the firm engages with political decisions andpolicies in an unexpected way) and Endogenous policy context (where the firmengages with political decisions and policies in an expected way).Using a qualitative methodology, this thesis describes the findings from five casestudies of European long haul airlines. It focuses on the nature of lobbyingcapability development, by focusing on the micro foundations and theinteractions between the micro lobbying components. Furthermore, it alsoconsiders whether the different policy environments create distinct lobbyingcapability development paths.The findings from the case studies illustrate using several inductive frameworks,how cognitive blueprints play a vital role in defining the level of managementattention to modify human capital resources, network capital resources,organizational capital resources and lobbying competencies to develop divergentcorporate lobbying capabilities in contrasting policy contexts. Our frameworksand propositions shed light on the ways in which path dependence and pathcreation are enacted over time in different European flag carrier airlines.In conclusion the thesis demonstrates that different organizations- state owned vsprivate owned- follow different patterns in lobbying capability development indifferent policy contexts. This is down to the senior management's cognitiveblueprints, which play a vital role in undedying interpretive schema by heuristicsfrom previous experiences, current learning and forevision. We show that whilethese sources of lobbying capability development are somewhat interlinked, thereare hazards in assuming they are not connected to lobbying capabilitydevelopment. Ultimately, this thesis and its findings have some impact forpractice.
