This thesis is an analysis of the role played by the Rhodesian Governmentand the missionaries in the provision of teacher education and an assessmentof the extent to which that provision was adequate for the needs ofthe African primary school system. It involves a detailed examinationof the complex factors which influenced the rate of development ofAfrican education in general and teacher education in particular. Herethe interplay of actions by the Government, officials within Government,different groups within the European settler community, missionary societiesand the Africans is considered and evaluated in the light of the country'shistorical, constitutional, political and economic background.Britain's inability to influence events in favour of the Africansaccording to her trusteeship obligations, in spite of her havingreserved to herself considerable powers over Rhodesia in the 1923Constitution, is assessed in detail.The research is not a study in comparative education, its scopebeing limited to the planning and provision of teacher education in asingle country. The only comparison made throughout the study concernsthe provision of European education and incidental reference is madeto education in Britain and other British colonies only for the sakeof illuminating the issues involved. The hypothesis advanced is that it wasnot lack of financial resources and expertise that impeded the provisionand development of African education but the policies pursued bysuccessive elected Rhodesian Governments after gaining self-governingstatus in 1923. The basic tenet of these policies was to safeguardand maintain the paramountcy of the European community. Educationalpolicies were therefore framed and implemented with this fundamentalobjective in mind.
