This dissertation adds a new dimension to theunderstanding of Brazilian politics under the Empire (1822-1889). a highly centralized political and administrativesystem, by offering one of the first detailed analyses ofprovincial politics. In contrast, a large number ofregional studies are already available for the period of theOld Republic (1889-1930).The province of Rio de Janeiro is taken as theresearch's case study. Its geographic proximity to thecountry's national capital placed the province at the heartof national politics. The period in question witnessed therise, apogee and decline of Rio de Janeiro province'snational political and economic preeminence. Internally,the province is unusually interesting because of its economybased on coffee, sugar and foodstuffs, supplying export anddomestic markets.The main contribution of this research to the debateon the nature of Brazilian politics under the Empire is itsanalysis of the vital role played by Rio de Janeiroprovincial (fluminense) politicians in linking the variousprovincial economic and social interests behind a programfor the defence of export agriculture based upon slavelabour. After 1870, it was a matter of maintaining anddefending the province's dominant economic and socialstructures during a period of decline. At the same time,they attempted to sustain the province's leading position on the national political scene.The study is organized in three main parts. Part Oneconsiders the general background to fluminense politics.First, a general survey is presented of the economy andsociety of Rio de Janeiro province under the Empire.Secondly, the operation of the fluminense provincialadministrative system (Camaras Municipais, ProvincialLegislative Assembly, Provincial Presidency and variousprovincial administrative offices) is described. Part Twoanalyses the debates that took place in the fluminenseLegislative Assembly, the principal provincial politicalforum. This focuses on the way in which local sectors wererepresented and how they related to each other. The data onwhich this section is primarily based was obtained from theAnais (published proceedings) of the Provincial Assembly.Part Three examines local participation at various levels inthe provincial political and administrative machinery. Adatabase was created using data supplied by the AlmanackLaemmert - a annual publication of the period, whichrecorded the names of all politicians and administrativepersonnel nationally, including the province of Rio de Janeiro.
