This dissertation used State Department records and American and British press to narrate the story of William Morgan Shuster, an American Treasurer General in Iran in 1911. His mission affected both the United States and Iran's foreign relations. The literature used for this research discusses the United States foreign policy at the beginning of the twentieth century in the post-constitutional revolution Iran. These documents present the rise of the United States as a superpower and the development of Dollar diplomacy as the United States' foreign policy, as well as how the United States carefully navigated its foreign policy through American missionaries and through the American advisers. Despite, Shuster's short mission in Iran, his mission had affected Iranians in how they perceived the United States and the Americans in subsequent years. This dissertation is a study of the United States foreign policy in the early twentieth century. The United States did not make Shuster an American official; rather, Shuster came to Iran at the request of the Iranian constitutional Parliament, and in a private capacity. Still, archival documents and press reports demonstrate a link between Morgan Shuster and the State Department. As Dollar diplomacy was on the rise in the United States, it created an opportunity for the American private sector to invest in countries with troubling economic and political atmosphere. Based on Shuster's previous mission in the Philippines and due to his persistence in inviting the United States private sector to invest in Iran during his short mission, it will be argued here that Shuster tried to implement Dollar diplomacy in Iran. This study highlights the complexities of the United States and Iranian relations in their early days. Furthermore, Shuster's character and his actions were also effective in the sudden termination of his contract and Untied States-Iran relations afterwards.
