Human resource development (HRD) is becoming a widely-researched field as individuals, organizations, and governments are considering how to improve their effectiveness and continually adapt amidst changing environments. HRD in SMEs is a significant area of research in need of increased attention from scholars and researchers. Although the body of research in HRD is growing, the emphasis of a majority of research is on larger organizations in spite of the fact that SMEs make up significant areas of business in most economies. However, a majority of SMEs still lack HRD expertise, infrastructure, and general resources SMEs have a critical role in economic, business, and regional development. Scholarly literature also suggests that successful SMEs primarily depend on the development of human resources which supports growth and improvement of the business. Also, literature indicate the SMEs' lack of understanding of the importance of HRD practices. A good example of governmental investment in human resources and SMEs is found in Saudi Arabia, as a result of its desire to reduce its reliance on oil for economic growth and on foreign expertise in management, marketing, and technology. To achieve its objectives, Saudi Arabia has been investing heavily in HRD for the last few decades. Supporting SME development is one of the major goals of Saudi Arabia's development plan Vision 2030. This study employs a qualitative research methodology and uses a basic interpretive design to explore how do Saudi entrepreneurs who operate and own SMEs in Saudi Arabia utilize HRD approaches to develop employees and their organizations. Ten Saudi entrepreneurs (eight males and two females) participated in this study. Each participant was the founder and CEO of an SME and had started their venture within the past five years. Findings from this study showed evidence that all the entrepreneurs have utilized a variety of HRD approaches in different capacities. The majority of these approaches were utilized not in a highly-structured way. On-the-job training emerged as the most common way of providing training specially for small-sized enterprises. Findings showed a heavy reliance on consultants and consulting firms to provide the required knowledge and expertise on HRD-related approaches such as organization development and training. The data appeared also to suggest that the larger the firm, the more HRD approaches were utilized. Also, the results suggest that entrepreneurs are guided by learning processes based on learning from their experiences. Cost of implementing HRD approaches was also major factor that challenged the entrepreneurs. All of the entrepreneurs in this study expressed how the Saudi Vison 2030 and the government had a positive impact on their SMEs. This study offers some recommendations for research and practice. One of the recommendations for research is investigating the effect of unplanned changes (such as COVID-19 Pandemic) on utilization of HRD approaches. Also, one of the recommendations for practice is for entrepreneurs to focus more on strategic human resource development (SHRD).
