"The first part of the biography, covering the period 1910 to 1947, gives an account of Singer's studies under Schumpeter and Spiethoff at Bonn University, and under Keynes at Cambridge University, and his early employment and experience, including his involvement in the depressed areas of the UK; his support of Beveridge's plan for a social welfare state; his insightful articles on the German war economy (1940-4); and his work at Manchester and Glasgow Universities and the Ministry of Town and Country Planning in London."
