The advent of the French Third Republic instigated a period of renewed and urgent debate over the question of when, whether and how France should 'assimilate' the millions of Muslim colonial subjects living under its governance in Algeria. Between 1870 and 1920 French political theorists, legislators and colonial administrators, as well as Muslim Algerians, engaged in protracted and heated debates over what was variously called 'la question indigène' 'la question musulmane' 'la question algérienne,' or 'la question d'assimilation.' The debates focused on a series of particular policy issues related to assimilation: whether Algerian Muslims should be subject to French laws, whether they should receive French or Arabic education, whether they could be conscripted, how and to what extent they could be incorporated into French political bodies, and whether they should be allowed to become French citizens while maintaining their 'personal status' as Muslims. The question of Muslim assimilation in French Algeria was rendered particularly complex by the establishment of a powerful European settler colony in northern Algeria, which had an open and vested interest in maintaining the distinction between citizens and subjects.
