This dissertation comprises three essays. The first essay analyzes the link between competition for mobile capital and international cooperation in environmental policy. Inefficient competition in emissions taxes creates benefits from international cooperation. In the presence of cross-border pollution, proximate countries may have greater incentives to cooperate than distant ones as illustrated by a model of tax competition for mobile capital. Spatial econometrics is used to estimate participation in international environmental treaties. I find evidence of increased cooperation among proximate countries. Furthermore, it is the rich countries that can get other rich and poor countries to join treaties, while the poorer countries do not draw much of a response.The second essay of my dissertation studies the impact of globalization on emissions in Europe. Sensitivity of the effect of trade on emissions to the inclusion of other globalization variables is central to this study. In addition to trade, countries' emissions are determined by cross-border pollution, foreign direct investment, market potential and participation in international environmental agreements. I find that openness to trade reduces emissions, but that this effect is significantly biased if other globalization variables are excluded. Therefore, my estimates suggest that previous studies may be plagued by omitted variable biases.In the third essay I study the impact of environmental regulation on foreign direct investment (FDI). I focus on the home country environmental regulation. The net effect of home country environmental regulation on FDI is theoretically ambiguous. The empirical evidence suggests that FDI hosted by countries with stringent regulation increases in response to a rise in home regulation, while FDI hosted by countries with lax environmental regulation decreases in response to a rise in home regulation.
