Empirical literature provides mixed---and sometimes even conflicting---conclusions regarding the efficacy of vocational education and training. However, there is little contestation in the literature over the assertion that vocational education is more expensive than general education, and that returns on investments in vocational education are lower than returns on investments in general education (Psacharopolous, 1985, 1987, 1994). Despite all this, China has adopted an aggressive strategy in expanding its vocational education since the beginning of education reform in 1985. Quantitative expansion of vocational education by way of "vocationalization" has been dramatic, and the government is still aiming at a 50 to 50enrollment ratio between vocational and general schools at the senior secondary level. How is China performing in this massive vocationalization movement? Are the major stakeholders satisfied with vocational education, particularly senior secondary vocational education? Where should China's vocational education go in the years to come? These are all the questions that this study seeks to answer, using both quantitative and qualitative methods and situating the inquiry in the larger context of economic globalization and global education reform.Findings from the analysis of both the quantitative and qualitative data show that the overall goal of vocationalization has not been achieved in China, both in quantitative and qualitative terms. Most of the major stakeholders still see vocational education as a second choice as compared to general education; that a great mismatch exists between what is taught (and how it is taught) at the vocational schools and what is needed in the labor market. Where China's vocational education goes in the years to come depends on the extent to which the Chinese government is willing to adopt a bottom-up, scientific approach to vocational education planning and policymaking, and whether the policies regarding vocational education will remain consistent.This study challenges the top-down, ad-hoc approach the Chinese government has taken when setting the 50-50ratio between senior secondary vocational and general enrollments. It argues that the size of a country's vocational education, or the optimal ratio between vocational and general enrollment, should be decided not by top-down, ad-hoc directives, but by detailed, bottom-up, nationwide and area-specific manpower analyses and forecasts. Meanwhile, this study proposes that certain blurring of the boundaries between vocational and general education might be something that could be attempted in China. In other words, the researcher believes that vocational education does not necessarily have to be purely vocational and general education does not have to be purely academic. This study serves as a warning to the Chinese education policymakers that quantitative expansion of vocational education should not compromise quality, otherwise the second-class image of vocational education will be hard or even impossible to shake off, rendering vocationalization nothing more than a tool for educational inequality.This study also calls for a substantial increase in government funding for vocational education as numerous research has shown that vocational education is an expensive investment. Government should always play a dominant role and take the initiative to provide quality vocational education for its people.
