بسياری از كشورهای جهان از جمله ایران از بهمن سال1398 با شيوع كووید-19 دست و پنجه نرم می كنند. در شرایط فعلی كه فاصله گذاری فيزیکی و انواع محدودیتهای ناشی از همه گيری رفت و آمد كودكان دارای معلوليت CWD را به مراكز توان بخشی و آموزشی محدود كرده است ، دسترسی این كودكان به خدمات آموزشی و توان بخشی مختل شده است. عالوه بر این ، برخی از خانوارهایی كه به ان دليل خدمات دریافت می كنند ، با چالش های اقتصادی مانند از دست دادن شغل ، كاهش درآمد روبرو هستند و بر این اساس در تأمين نيازهای اساسی زندگی مانند سرپناه ، غذا و بهداشت با مشکل روبرو هستند. عدم كنترل تأثيرات طوالنی مدت این همه گير منجر به این خواهد شد كهكودكان دارای معلوليت و نيازهای ویژه تجربه ناخوشایندی از تشدید معلوليت ، ترک تحصيل ، عدم توانایی در مهارت ها و ظرفيت های ادغام در جامعه در سنين باالتر داشته باشد .در پاسخ به نيازهای كودكان دارای معلوليت (CWD (در وضعيت 19-COVID ، سازمان بهزیستی كشور (SWO(یک برنامه توانبخشی از راه دور برای این كودكان ایجاد كرده است. با توجه به این واقعيت كه تکامل همه چانيه ی كودكان دارای معلوليت و دستيابی آنها به تمام پتانسيل خود نياز به یک رویکرد چند بعدی و چند بخشی دارد ، سازمان بهزیستی كشور قصد دارد یکسيستم هماهنگی بين بخشی را در سطح ملی و فروملی ایجاد و هدایت كند كه به عنوان تسریع كننده برنامه توان بخشی از راه دور از طریق تسهيل همکاری بين بخشی، منابع و بسيج اجتماعی و به طور خاص در سطح ملی عمل كند تا. به عنوان اولين قدم ، "كميته ای چند بخشی برای ارتقا حقوق كودكان دارای معلوليت ایجاد می شود. این كميته با عضویت ذینفعان مختلف ایجاد خواهد شد از جمله وزارت كار، تعاون و رفاه اجتماعی ، وزارت بهداشت ، درمان و آموزش پزشکی ، وزارت آموزش و پرورش ، وزارت ورزش و جوانان، صدا و سيمای جمهوری اسالمی ایران ، وزارت كشور، وزارت دادگستری ، سازمان های غيردولتی فعال در زمينه معلوليت و دانشگاهيان برای ارتقای حقوق كودكان دارای معلوليت .بنابراین ، تحت برنامه همکاری )2019-2020 )بين بخش توانبخشی سازمان بهزیستی كشور و صندوق كودكان سازمان ملل متحد UNICEF ،یک مشاور علمی برای حمایت از بهزیستی كشور دعوت به كار شود تا روش عملياتی استاندارد كميته كودكان دارای معلوليت و همچنين یک برنامه عملياتی برای آنرا توسعه دهد ، این طرح در همين راستا و براساس شرح خدمات تدوین شده ی آن و با هدف ارتقا هماهنگی و همکاری بين بخشی درون بخشهای دولتی در سطح ملی و فروملی ، همچنين با سازمانهای غيردولتی و دانشگاهی برای ارائه خدمات اجتماعی فراگير به كودكان دارای معلوليت و همچنين ارتقای مشاركت اجتماعی كودكان ، به ویژه در شرایط 19-COVID انجام میشود.کلید واژه ها: كودک دارای معلوليت؛ همکاری بين بخشی؛ برنامه ی عمل؛ آیين نامه

Many countries in the world, including Iran, is dealing with COVID-19 outbreak since February 2019. In the current situation where physical distancing has limited the commute of CWD to rehabilitation and training centers of SWO, access of these children to education and rehabilitation services has been disrupted. In addition, SWO’s evidence confirms several parents of CWD who get service from SWO, faced with economic challenges, such as loss of job, decrease in income, and accordingly faced with difficulties in providing basic life necessities, such as shelter, food, and health and sanitation. Failure to control the longerterm effects of this pandemic will result in CWD to have unpleasant experiences of disability exacerbation, drop out from school, fail to develop skills and capacities to integrate into the society at older ages. In response to the needs of children with disabilities (CWD) in COVID-19 situation, State Welfare Organization (SWO) has developed a ‘Remote Rehabilitation Programme for CWD. Considering the fact that CWD’s development to their full potential, requires a multi-dimensional and multisectoral approach, SWO is going to further establish and lead a cross sectoral coordination system at national and subnational levels which also works as an accelerator for the remote rehabilitation programme by facilitating cross sectoral cooperation, resources and social mobilization specifically at subnational level. As a first step, SWO has established a ’multisectoral committee for promotion of CWDs rights’ (CWD committee) with membership of different stakeholders, namely: MCLSW, Ministry of Health and Medical Education (MOHME), Ministry of Education (MOE), Ministry of Sports and Youth (MOSY), Islamic Republic of Iran Broadcasting (IRIB), Ministry of Interior (MOI), Ministry of Justice (MOJ), active NGOs in the field of disability, and academicians for promotion of the rights of CWD. Therefore, under the Programme of Cooperation (2019-2020) between SWO Rehabilitation Department (SWO) and UNICEF, UNICEF and SWO, want to hire a technical consultant to support SWO to develop CWD committee’s standard operating procedure as well as an action plan, as explained in this TOR in order to Promotion of coordination and crosssectoral cooperation among government sectors at national and subnational levels, as well as with NGOs and academia for provision of inclusive social services to promotion of CWD social participation, specifically during COVID-19 situationKeywords: Children whit disability (CWD), inter-sectoral collaboration, action plan, Standard Operating ProcedureCWD
