هدف اصلی این تحقیق محاسبه قیمت تمام شده خدمات توانبخشی در موسسه آموزشی، پژوهشی و توانبخشی اسماء شهر تهران در سال ۱۳۹۵ می‌باشد .روش :این پژوهش یک مطالعه موردی بوده که به صورت مقطعی انجام گرفت .برای اجرای این پژوهش از روش هزینه‌یابی مبتنی بر فعالیت زمان محور و برای جمع آوری داده‌های هزینه از مشاهده، مصاحبه و بررسی اسناد و مدارک و صورت‌های مالی سال ۱۳۹۵ استفاده شد .همچنین داده‌های مربوط به فرایند با استفاده از حضور میدانی، رسم نقشه فرایند و زمان سنج بدست آمد .برای انجام محاسبات از نرم افزار اکسل نسخه ۲۰۱۳ استفاده شد .یافته‌ها :در سال۹۵ متوسط قیمت تمام شده خدمات ارائه شده توسطPHD ، در بخش گفتاردرمانی، ۶۰۹۰۰۰ ریال، و در بخش کاردرمانی ذهنی، ۷۳۳۰۰۰ ریال بود .قیمت تمام شده خدمات ارائه شده توسط کارشناس ارشد در بخش‌های گفتاردرمانی، کاردرمانی جسمی و کاردرمانی ذهنی به ترتیب ۵۳۴۰۰۰ ریال، ۵۸۴۰۰۰ ریال و ۶۰۴۰۰۰ ریال برآورد گردید .همچنین مینیموم قیمت تمام شده برای بخش کاردرمانی دست، ۴۰۵۰۰۰ ریال و ماکزیموم، برابر ۴۹۵۰۰۰ ریال بود .پرهزینه‌ترین بخش‌ها در ارائه این خدمات، بخش سایر هزینه‌های سربار، دستمزد پرسنل و هزینه اجاره بود .همچنین با توجه به تعداد پرسنل ثابت بخش‌ها، در بخش های مختلف از ۶.۲۰ تا ۷۸ درصد ظرفیت خالی وجود داشت .نتیجه گیری :یافته‌های پژوهش نشان دهنده تفاوت معناداری بین قیمت واقعی خدمات توانبخشی و تعرفه‌های آن‌ها وجود دارد که سبب زیان مالی موسسه می‌شود .از دلایل این امر می‌توان به افزایش قیمت خدمات سلامت، نادیده گرفتن تاثیر بسیاری از عوامل موثر بر قیمت و وجود ظرفیت خالی در بخش‌ها اشاره نمود .لذا به منظور افزایش بهره‌وری نیروی انسانی و در راستای سیاست‌های اقتصاد مقاومتی بایستی تدابیر لازم را جهت به کارگیری صحیح تجهیزات و منابع و حذف هزینه‌های زائد اندیشید .واژگان کلیدی :قیمت تمام شده، خدمات توانبخشی، هزینه‌یابی مبتنی بر فعالیت زمان محور .

Aims: The aim of this research was to calculate the cost of rehabilitation services in an outpatient rehabilitation clinic in Tehran. Methods: The present study was a descriptive and cross-sectional study and the data used in this study categorized in financial data and the information about the process of doing the work. The first category was extracted from the accounting documents of the fiscal year of 2017 and the second one is obtained by observation of patient flow and interviewing the clinic staffs. Results: The findings showed that the cost of physical occupational therapy in the Asma rehabilitation center was $18.61 per unit of service. This amount for speech therapy services is also estimated at $17.03 to $19.42, taking into account the difference in the degree of service provider (PHD or M.A). The cost of mental health occupational therapy service was also $19.26 and $23.38, depending on the degree of occupational therapist. The cost of hand occupational therapy varies according to the duration of practicing with patient, was equal to 12.93$ and 15.78$. Despite the differences in the departments, the personnel cost accounts for the highest share of total costs. In addition, comparing the cost of rehabilitation services with governments tariffs showed that there is a big gap between them. Conclusion: One of the most important reasons for the high cost of rehabilitation services was the high unused human resource capacity in the Asma center. Therefore, proper marketing for rehabilitation services through promoting the patient referral links with larger healthcare centers can play a significant role in the profitability of the clinic's activities.
