حمل و نقل از مهم¬ترین بخش¬های هر اقتصادی است که سرمایه-گذاری در این بخش می¬تواند باعث شتاب در رشد شود. تصمیم به سرمایه¬گذاری در هر پروژه¬ی حمل و نقل باید همراه با بررسی-های گسترده¬ی فنی و اقتصادی باشد. یکی از مواردی که در بررسی اقتصادی هر طرح حمل و نقلی بسیار مهم است، منافع حاصل از کاهش زمان سفر ناشی از بهره¬برداری از آن پروژه است. برای بررسی منافع زمانی پروژه¬ها، لازم است که ارزش زمان سفر برای مسافران برآورد شود. با توجه به اینکه پروژه¬ی راه¬آهن تبریز-میانه از پروژه¬های اولویت¬دار ملی است، در این تحقیق سعی شده¬است که ارزش زمان سفر برای مسافران تبریز-تهران با فرض راه¬اندازی این قطار اندازه-گیری شود. بدین منظور پس از جمع¬آوری داده¬های ترجیحات بیان شده، با تخمین مدل¬های لاجیت چندجمله¬ای به مدل¬سازی انتخاب مد حمل و نقل در مسافرت تبریز-تهران پرداخته¬شد. 3 مدل لاجیت با فرم¬های تصریحی مختلف تخمین زده شدند. در هر سه مدل تخمین زده¬شده، ضرایب متغیرهای هزینه و زمان سفر به لحاظ آماری معنی¬دار شدند. مبتنی بر نتایج این سه مدل ارزش زمان سفر به طور متوسط و همچنین به تفکیک گروه¬های درآمدی تخمین زده¬شد. میانگین ارزش زمان سفر برای مدلی که تخمین تمایل به پرداخت برای آن بالاترین معنی¬داری را داشت برابر با 148 هزار تومان به ازای هر ساعت کاهش در زمان سفر تبریز-تهران به دست آمد. در نهایت با استفاده از اطلاعات منتشرشده درباره راه¬آهن تبریز-میانه و با استفاده از مقدار ارزش زمان تخمینی، منافع زمانی این پروژه در مسافرت تبریز-تهران برای یک سال محاسبه شد.

Transportation is among the most important sectors of any economy and investment in transportation infrastructure can cause significant growth in the economy. On the other hand, there should be vast economic and engineering research in order to reach a conclusion on investment decision for every transportation project due to high total costs of construction of such projects. Reduction in travel time is among the major benefits of transportation projects and it must be considered in the economic evaluation studies. In order to calculate the monetary value of travel time reductions, there must be estimates of value of travel time for passengers available. On account of great importance of Tabriz-Miyaneh railroad project, the goal of this study is to investigate the value of travel time for Tabriz-Tehran passengers with the assumption of new Tabriz-Miyaneh train being operational. To do so, after collecting stated preference data, multinomial logit models for the modelling of mode choice in Tabriz-Tehran trips were estimated. 3 logit models with different forms of specification were estimated. The coefficients of travel time and travel cost were statistically significant with expected signs in all of the estimated models. Average value of travel time and value of travel time for different income groups were estimated based on the estimation results of these models. The average value of travel time for the model with highest level of significance for willingness to pay estimation was equal to 148 thousand Tomans per hour.Using the officially announced information, monetized time reduction benefits of the project was calculated for 1 year for Tabriz-Tehran Passengers.
