هدف: این پژوهش با هدف ارزیابي و پایش سند تدبیر توسعه استان آذربایجان شرقي در بخش بهبود فضای کسب و کار انجام شده است.روش‌شناسی پژوهش: این پژوهش به لحاظ هدف کاربردی است. همچنین از لحاظ شیوه جمع‌‌آوري اطلاعات از نوع تحقیقات توصیفی و غیرآزمایشی است. رویکرد پارادیمیک در این پژوهش، رویکرد کیفی است و با استفاده از رهیافت تفسیري انجام شده است. جامعه آماري این پژوهش کلیه فعالان اقتصادي؛ سرمایه‌‌گذاران و صاحب نظران مطلع استان در بخش صنعت، معدن، کشاورزي، گردشگري، بازرگانی می‌‌باشد.یافته‌ها: بر اساس نتایج پژوهش، در حال حاضر فضای کسب و کار بیش از هر چیزی از عوامل بین‌‌المللی و ملی متأثر است. در بخش بین‌‌الملل روابط سیاسی و تحریم‌‌ها بیشترین تأثیر را بر نظام اقتصادی استان داشته‌‌اند. در بخش ملی هم فضای اقتصادی کشور تحت تأثیر عواملی اقتصاد دستوری، بروکراسی اداری، انحصار، ضعف قوانین، عدم وجود ثبات سیاسی، مهاجرت نخبگان، بحران آب و تغییرات اقلیمی و ... بوده است که نقش برنامه‌‌ریزی‌‌های انجام شده در تمام حوزه‌‌های اقتصادی به‌‌ویژه فضای کسب و کار را کمرنگ کرده‌‌اند.نتیجه‌گیری: توسعه در هر زمینه‌‌ای تحت تأثیر شرایط بین‌‌المللی، ملی و منطقه‌‌ای است. با توجه به اینکه برنامه‌‌های سند تدبیر توسعه ماهیت منطقه‌‌ای دارند و با عنایت به اینکه تمامی برنامه‌‌ریزی‌‌ها تحت تأثیر عوامل بین‌‌المللی (مثل تحریم، قیمت ارز و ...) و ملی (فضای سیاسی کشور، تصمیمات حاکمیتی و ...) قرار دارد. از این‌‌روی هرگونه اتفاقی در فضای بین‌‌المللی و ملی، فضای استانی را نیز تحت تأثیر خود قرار داده است از این‌‌روی بخشی از برنامه‌‌های سند تدبیر توسعه استان آذربایجان‌‌شرقی موفقیت‌‌آمیز نبوده است.

Objective: This research has been done with the aim of evaluating and monitoring the development planning document of East Azarbaijan province in the area of improving the business environment.Research Methodology: This research is practical in terms of purpose. Also, in terms of the method of data collection, it is a descriptive and non-experimental type of research. The paradigmatic approach in this research is a qualitative approach and it was done using an interpretive approach. The statistical population of this research is all economic activists; Investors and knowledgeable experts of the province are in industry, mining, agriculture, tourism, commerce.Results: According to the results of the research, currently the business environment is affected by international and national factors more than anything else. In the international sector, political relations and sanctions have had the greatest impact on the economic system of the province. In the national sector, the economic environment of the country has been influenced by factors such as command economy, administrative bureaucracy, monopoly, weak laws, lack of political stability, migration of elites, water crisis and climate change, etc. All the economic fields, especially the business environment, have faded.Conclusion: Development in any field is influenced by international, national and regional conditions. Considering that the plans of the development planning document are regional in nature and considering that all the plans are influenced by international factors (such as sanctions, currency prices, etc.) and national factors (the country's political environment, governance decisions and...) are located. Therefore, any incident in the international and national environment has affected the provincial environment as well, therefore, part of the plans of the development planning document of East Azarbaijan Province have not been successful.
