تأمین مالی هزینه¬ها از مشکلات اساسی شهرداری ها در ایران محسوب می¬شود. به دلایلی، بسیاری از منابع درآمدی شهرداری¬ها از منابع ناپایدار تأمین می شود. هدف از پژوهش حاضر آنالیز درآمدهای ناپایدار شهرداری تبریز و بررسی آثار اقتصادی و اجتماعی آن می¬باشد. روش تحقیق در این پژوهش از لحاظ هدف، کاربردی و از نظر روش تجزیه و تحلیل آمار و اطلاعات، توصیفی می‌باشد. نتایج نشان می¬دهد:1-طی دوره 1390-1399 حدود 77 درصد درآمدهای شهرداری تبریز از درآمدهای ناپایدار تشکیل می¬شود.2-تبعات اقتصادی وابستگی منابع درآمدی شهرداری به درآمدهای ناپایدار عبارت است از فروش تراکم، کمبود پارکینگ، سایه اندازی ساختمان¬ها بر کوچه و معابر، افزایش هزینه¬های ساخت و ساز، افزایش هزینه جمع¬آوری زباله، افزایش آلودگی هوا و محیط زیست؛3-تبعات اجتماعی عبارت است از زیر سوال رفتن طرح¬های جامع و تفصیلی، کمبود سرانه فضای سبز، کاهش فشار آب، احتمال افزایش تلفات انسانی و غیر انسانی در ارتباط با خطر زلزله و بلایای طبیعی.

Text of Note

All municipalities in Iran facing with many difficulties in financing their expenditures. For many reasons, most of expenditues of the municipalitis being finaced by unstable revenues. The purpose of this research is to analyze the unstable revenues of Tabriz munipality and their social and economic impacts.This research is considered to be applied in terms of purpose and descriptive in terms of analysis method. In order to collect the required statistics, a documentary method has been used. Meanwhile, the revenue and cost data have been collected from the performance budget of Tabriz municipality. The social and economic impact of the reliance of the municipality on unstable revenues was investigated through the researcher made questionairie interviewed with some elits and experts. Softwares of SPSS and EXCEL were used to analyze of the questionaries.The most important findings of the research are as follows:1.During 2011-2020 years about 77 per cent of Tabriz municipality was financed through unstable revenues.2.The economic consequences of the dependence of the municipality's revenues on unstable ones are the sale of overcapacity, decrease of of parking areas, shadows of buildings on the alleys and roads, increase in construction costs, increase in the cost of garbage collection, increase in air and environmental pollution.3.The social impacts include the questioning of the city’s Comprehensive and Detailed plans, decrease of per capita green space, reduction of houses water pressure, the possibility of increasing human and non-human casualties related to the risk of earthquakes and natural disasters
