امروزه با گسترش شهرنشینی و تراکم جمعیت در شهرها، مشکلات عدیده¬ای در ساحت¬های مختلف زندگی شهری بوجود آمده است. مشکلات اقتصادی، زیست¬محیطی، مدیریتی، فرهنگی و ... گریبان¬گیر زندگی شهری شده است. شهر تبریز نیز به عنوان یکی از کلان¬شهرهای ایران از این امر مستثنی نمی باشد. از جمله مشکلات اقتصادی در شهر تبریز عبارتند از: کمبود فرصت شغلی، گسترش حاشیه¬نشینی، شکاف طبقاتی، عدم رشد اقتصادی، مشکلات حمل و نقل و ... این مشکلات باعث عدم پایداری اقتصادی در این شهر شده است. از طرفی دیگر، شهر هوشمند بعنوان یکی از راه¬حل¬های برون¬رفت از مشکلات شهری و بهبود مدیریت شهری در سطح دنیا مطرح می باشد. در این پژوهش به¬دنبال طراحی مدل شهر هوشمند برای تبریز هستیم تا از این طریق به حل مشکلات اقتصادی و در نتیجه پایدارسازی اقتصاد شهری بپردازیم. روش مورد استفاده در این پژوهش، روشی کیفی مبتنی بر نظریه داده¬بنیاد می¬باشد. سوالات مورد نیاز طراحی و با شش نفر از متخصصین حوزه شهر هوشمند در سال 1400 مصاحبه صورت گرفت؛ بطوری¬که اطلاعات به حد اشباع نزدیک شد. مؤلفه¬های شهر هوشمند تبریز، بعد از مصاحبه¬های صورت گرفته استخراج گردید که این مؤلفه ها عبارتند از: دولت هوشمند (اقتصاد هوشمند و حکمروایی هوشمند)، مردم هوشمند (انسان هوشمند و زندگی هوشمند)، زیرساخت هوشمند (افزایش دسترسی عمومی به فناوری اطلاعات، بانک¬های اطلاعاتی، انرژی هوشمند، جابجایی هوشمند و استفاده از هوش مصنوعی) و زمین هومشند (محیط هوشمند و افزایش بهروه¬وری در استفاده از زمین¬های شهری). در نهایت به این نتیجه رسیدیم که شهر هوشمند می¬تواند تأثیرات مستقیم و غیرمستقیم بر اقتصاد شهری و رفع مشکلات موجود در این شهر داشته باشد. آثار مستقیمی از جمله: افزایش رقابت بین شهری، تسهیل و تسریع در مبارزه با فساد، ایجاد اشتغال، کاهش هزینه¬های مبادلاتی و اصطکاک بین بازارها، کاهش هزینه¬های عمومی، شفافیت در درآمدها و مالیات¬ها، توزیع عادلانه ثروت و افزایش بهره¬وری را به¬همراه خواهد داشت. در نهایت به بررسی تطبیقی این مدل با مدل¬های مشهور جهانی پرداختیم و وجوه تمایز این مدل مبتنی بر ویژگی¬های شهر تبریز با دیگر مدل¬ها بیان گردید. همچنین مدل طراحی شده به ارزیابی نهایی توسط مصاحبه¬شوندگان گذاشته شد.

Today, with the expansion of urbanization and population density in cities, many problems have arisen in various areas of urban life. Economic, environmental, managerial, cultural and...problems have plagued urban life. Also Tabriz , as one of the big cities of Iran, is not except from this problem..! Among the economic problems in Tabriz are: lack of job opportunities, expansion of marginalization, class gap, lack of economic growth, transportation problems... These problems have caused economic instability in this city. On the other hand, the smart city is considered as one of the solutions to solve urban problems and improve urban management in the world. in this research, we are looking for the design of a smart city model for Tabriz, in order to solve economic problems and as a result, stabilize the urban economy. The method used in this research, is a qualitative method based on grounded theory. The required questions were designed and interviews were conducted with six experts in the field of Smart City in 1400; So that the information is close to saturation. The components of the smart city of Tabriz were extracted after the interviews, which include: smart government (smart economy and smart governance), smart people (smart man and smart life), smart infrastructure (increasing public access to information technology, databases, smart energy, smart transportation and use of artificial intelligence). smart land, (smart environment and increasing productivity in the use of urban land). Finally, we came to the conclusion that the smart city can have direct and indirect effects on the urban economy and solve the problems in this city. Direct effects include: increasing competition between cities, facilitating and accelerating the fight against corruption, creating employment, reducing transaction costs and friction between markets, reducing public costs, transparency in revenues and taxes, fair distribution of wealth, and also will increase productivity as well. Finally, we compared this model with world famous models and the differences of this model were stated based on the characteristics of Tabriz city with other models.Also, the designed model was put to the final evaluation by the interviewees.
