اگرچه در سال‌های اخیر توجه به پایداری بیش از گذشته در نوشتارهای توسعه کشور نمود یافته، اما هنوز پدیده نابرابری و رشد نامتوازن از جمله مشکلات شهرنشینی کشورهای در حال توسعه است .این نابرابری در خدمات شهری باعث تفاوت بین محلات شهر شده است .توسع‍ پایدار شهری به دنبال ساختن یک شهر نسبتا ایدئال و آرمانی است که در آن‌هم شهروندان معاصر از یک زندگی نسبتا خوب برخوردار شوند و هم توانایی‌های نسل آینده برای برآورده کردن نیازهایشان به مخاطره نیفتد .طرح مفاهیم نوینی چون توانمندسازی، مش‍ـارکت، حکمرانی خوب شهری، توسعه پای‍ـدار، رق‍ـابتی نم‍ـودن شهرها، برنامه‌ریزی استراتژیک، برنامه‌ریزی محله محور و ...نش‍ــان‌دهنده م‍ــوجی ن‍ــوین در تفک‍ــر برنام‍ــه‌ریزی شهری است .دستیابی به پیشرفت مستلزم بهره مندی از عقلانیت، مشارکت عمومی و ترویج روحیه کار گروهی است .در واقع، تمام کشورهای توسعه‌یافته رمز موفقیت خود را مشارکت مناسب شهروندان در اداره جامعه و حضور آنان در فعالیت‌های داوطلبانه و عمومی می‌دانند .براساس نتایج پژوهش‌های علمی‌؛ مشارکت مردم در اداره امور و تصمیم گیری درباره مسائل مختلف مرتبط با محل زندگی خود عامل مهمی برای ارتقاء سطح زندگی اجتماعی آنان محسوب می‌شود .نمود بارز مداخله و مشارکت مردم در امور اجتماعی را باید در تشکیل گروه‌های منسجم، هدفدار و خودجوش همانند تشکل‌های غیردولتی و سازمان‌های اجتماع محور جست‌وجو کرد .پژوهش حاضر با توجه به شرایط کنونی شهر تبریز می‌کوشد تا به ارزیابی نقش سازمان‌های اجتماع‌محور در راستای تحقق اهداف توسعه پایدارشهری بپردازد .نوع پژوهش حاضر به لحاظ ماهیت تحلیلی-قیاسی و به لحاظ هدف کاربردی بوده و برای جمع‌آوری داده‌ها و اطلاعات مربوط به آن از روش کتابخانه‌ای و میدانی استفاده شده است .در مطالعات میدانی پس از تأیید نهایی راهکارها، با تهیه پرسشنامه، نظرات ساکنان در خصوص مؤلفه‌ها جمع‌آوری شده است .تجزیه و تحلیل داده‌ها با استفاده از نرم افزار ‮‭SPSS‬ و آزمون فریدمن،‮‭K‬ - ‮‭S‬و کای اسکوئر و آزمون همبستگی صورت گرفته است .نتایج بررسی آزمون فریدمن نشانگر اهمیت هر شاخص در درون مؤلفه‌ها بوده است و در قسمت سطح معناداری شاخش با عددی کمتر از ‮‭۵‬ صدم مورد تأیید پاسخ دهندگان بوده است .در آزمون کای اسکوئر برای هر شاخص با عدد بدست آمده ‮‭(۰۰۰/۰)‬ گویای تأیید تک تک شاخص‌ها برای کلان شهر تبریز می‌باشد .در بخش همبستگی با مؤلفه‌ها، می‌توان اذعان کرد که تمامی مؤلفه‌های از نظر پاسخ دهندگان همبستگی مثبت با موضوع تحقیق دارد .در بخش ضریب همبستگی بالاترین همبستگی مربوط به مؤلفه کالبدی- اجتماعی با ضریب ‮‭۰.۷۰۷‬ می‌باشد .سطح معناداری بدست آمده نیز برای تمامی مؤلفه‌ها کمتر از ‮‭۵‬ صدم و مورد تأیید می‌باشد

Although in recent years more attention has been paid to sustainability in the country's development papers, the phenomenon of inequality and unbalanced growth is still one of the problems of urbanization in developing countries. This inequality in urban services has led to differences between urban neighborhoods. Sustainable urban development seeks to build a relatively ideal and ideal city in which both contemporary citizens enjoy a relatively good life and the abilities of the next generation to meet their needs are not compromised. The design of new concepts such as empowerment, participation, good urban governance, sustainable development, non-competitiveness of cities, strategic planning, neighborhood-based planning, etc. is a new indicator in the thinking of urban planning. Achieving progress requires the benefit of rationality, public participation, and the promotion of teamwork. In fact, all developed countries see the key to their success as the proper participation of citizens in the management of society and their participation in voluntary and public activities. Based on the results of scientific research; People's participation in management and decision-making on various issues related to their place of residence is an important factor in improving their social living standards. The obvious manifestation of people's intervention and participation in social affairs should be sought in the formation of cohesive, purposeful and spontaneous groups such as non-governmental organizations and community-based organizations. Given the current situation in Tabriz, the present study seeks to assess the role of community-based organizations in achieving the goals of sustainable urban development. The type of research present is applied in terms of analytical-deductive nature and in terms of purpose, and library and field methods have been used to collect data and related information. In field studies, after the final approval of the solutions, the residents' opinions on the components have been collected by preparing a questionnaire. Data analysis was performed using SPSS software and Friedman, K-S and Kay Square test and correlation test. The results of the Friedman test showed the importance of each index within the components and in the significant level of the branch with a number less than 5 percent was approved by the respondents. In the Kai Square test for each index with the number obtained (0.000), it indicates the confirmation of each of the indicators for the metropolis of Tabriz. In the component correlation section, it can be acknowledged that all components are positively correlated with the research topic in terms of respondents. In the correlation coefficient section, the highest correlation is related to the socio-physical component with a coefficient of 0.707. The significance level obtained for all components is less than 5 and approved
