ایجاد تغییرات گسترده در جامعه ایران در حوزه فرهنگ به زعم متولیان حکومت پهلوی اول تصور می شد بتواند ایران را وارد دوره مدرنیته سازد .این تلاش ها در شرائطی صورت می گرفت که بسترهای لازم فکری و ابزاری در ایران فراهم نبود .قانون یکسان سازی لباس و سپس کشف حجاب و تشکیل انجمن های نسوان تاسیس دانشگاه، مدارس مختلط و ...اهداف حکومت را محقق نکرد و وجود اسناد وگزارشات متعدد از مخالفت ها بیانگر ناکامی روند خشونت آمیز تغییرات و نوسازی فرهنگی و گسترش غربگرایی در ایران بود .رساله حاضر به طرح این پرسش اساسی پرداخته است که ضرورت و زمینه های تشکیل سازمانی تحت عنوان پرورش افکار در اواخر دوره پهلوی اول چه بود و این سازمان چه رویکردهایی را در حوزه فرهنگ دنبال می کرد و نتایج این رویکردها در حوزه فرهنگ چه بود؟ در این رساله ضمن پرداختن به پیشینه تاریخی تفکر مدرنیته در ایران و آشنایی ایرانیان با غرب، به تلقی های متفاوت اصلاح طلبان ایرانی در جایگاه نخبگان سیاسی یا فکری در خصوص مدرنیته پرداخته شده است .سیری که در نهایت به ظهور دیکتاتور مصلح یعنی رضاشاه انجامید .مدلی که در نهایت برای خروج تئوری نوسازی فرهنگی از بن بست در آن مقطع ارائه شد مدل آلمانی توسعه و الگویی از وزارت تبلیغات آلمان در دوره هیتلر بود که توسط رجال ژرمانوفیل)دوستدارآلمان (دربار و افرادی نظیر متین دفتری) نخست وزیر (به اجرا درآمد .ادعای نگارنده آن است که این مدل توسعه فرهنگی هم در قالب تاکتیک و هم به جهت تکنیک آن چنان که با جزئیات بیان شده، قالبی از آن نهاد است .سازمان پرورش افکار موفق شد مخاطبان خاص خود را در میان ایرانیان بیابد و دروازه جامعه ایران را بر روی تمدن غرب و مظاهر آن بگشاید .اقدامات گسترده ای که توسط کمیسیون های مختلف از جمله نمایش، کتب درسی، سخنرانی، موسیقی، رادیو و ...به اجرا درآمد به تحقق این مهم کمک کرد .

Making massive changes in Iranian society in the field of culture According to custodians it was supposed that the first Pahlavi regime can bring Iran into modernity. These efforts took place in situations that it was not provided necessary intellectual and instrumental substrates in Iran. Clothing uniformity low and then unveiling and formation of women's associations,university establishment,various schools and...didn't realize goals of government and numerous documents and reports of opposition expressed the violent process of changes and cultural modernization and the expansion of westernism in Iran. Present treatise has addressed this fundamental question that What was the necessity and context of formation of an organization called Thought development in the late of first pahlavi period and this organization followed that What approaches would be in the field of culture and What were the results of the approaches in the culture field? In this treatise while addressing historical background,modernity thinking in Iran andIranian familiarity with west,it has been addressed various perceptions of Iranian reformists as political or intellectual elits regarding modernity. A process which eventually led to emergence reformist dictator,Reza Shah. The model that finally was presented to withdraw the theory of cultural renewal from the deadlock at that time,was German development model and a pattern from German Ministry Of Advertising during Hitler period,that was conducted by the court Germanophils and people like Matin Daftary(prime minister). The writer's claim is that,this cultural development model both in terms of tactic and technique as expressed in details,is a piece of the instution. The organization for development of thought succeeded to find its particular audiences among Iranians and opens the gates of Iranian society to Western civilization and its manifestations. Extensive actions that implemented by various commissions such as display,text books,lectures,music,radio and...helped to realize this important matter
