این پایان‌نامه ضمن تمرکز بر قوانین مربوط به نهادهای شهرداری و مناطق آزاد و بررسی دقیق آنها، در منطقه آزاد ارس) شهر جلفا (تعارضات قوانین از قبیل اختلاف در خصوص بالاترین مقام اجرائی منطقه و شهرستان، اختلاف در اخذ عوارض، اختلاف در خصوص طرح‌های شهری، اختلاف در اعطای مجوز احداث بنا، اختلاف در صدور مجوز برای فعالیت‌های اقتصادی و غیره را تعیین و راهکارهای برون‌رفت از آن را ارائه می‌دهد

This dissertation focuses on the municipalities and Free Zones organizations and studies their detail in Aras Free Zone (Jolfa), determine the conflicting of laws such as the difference between the highest executive authority of the area and the city, the differences in Toll Collection, the differences in urban designing, the difference in construction licensing and the differences in economic activities licensing etc. Finally that intend to offer a way to overcome the conflicts
