افزایش جمعیت شهرنشینی و به تبع آن رشد بی‌صرویه شهرها لزوم توجه به مسائل شهری از جمله توجه به الگوهای رشد و توسعه برای برنامه‌صریزان شهری ناگزیر ساخته است .در چند دهه اخیر شهرهای ایران مانند بسیاری از شهرهای جهان سوم دچارتحولات چشم گیری شده اند، به گونه‌صای که شهرها و محدوده‌صهای شهری در مدت کوتاهی به صورتی بی‌صبرنامه و چندین برابر وسعت اولیه خود رشد کرده‌صاند .گسترش سریع فیزیکی شهرها در قالب رشد بدون برنامه و ناموزون و بدقواره سبب شکل گیری پدیده‌صای تحت عنوان پراکنش( SPRAWL ( شهری شده است .این الگوی اسپرال شهری منشا بسیاری از مشکلات از جمله مشکلات زیست محیطی، اجتماعی و اقتصادی در جوامع شهری است و علل مختلفی در شکل گیری آن دخیل هستند که نمونه بارز آن سیاست‌صهای دولت در قالب سیاست-های زمین شهری و مسکن می‌صباشد که تاثیر بسزایی در روند رشد این الگوی بدقواره شهری داشته‌صاند .اکثر شهرهای ایران اخیرا این پدیده نامطلوب شهری را تجربه کرده اند، از جمله آنها میتوان به شهر تبریز اشاره کرد که مستثنی از این الگوی رشد نبوده و طی چند دهه اخیر رشدی پراکنده و نامتوازن داشته است .هدف از پژوهش حاضر ارزیابی و تحلیل نقش سیاست های دولت در پراکنش شهری ، شهر تبریز طی سال های۱۳۹۵ - ۱۳۶۵می باشد . روش تحقیق توصیفی تحلیلی است که با بهره‌صگیری از مدل‌صهای آنتروپی شانون و هلدرن و تحلیل داده های کمی حاصل از این دو مدل نیز از نرم افزار excel استفاده شده است . بر این اساس نتایج حاصل از تحلیل مدل-های مذکور مشخص شد الگوی رشد شهر تابعی از رشد افقی و اسپرال شهری است و بر اساس مدل هلدرن ۳۰ درصد از رشد فیزیکی شهر تبریز ناشی از رشد جمعیت و ۶۹ درصد نیز مربوط به پراکنش شهری است .یکی از مهم ترین عوامل تاثیر گذار دراین دگرگونی‌صهای ناشی از رشد جمعیت و رشد فیزیکی شهر تبریز سیاست‌صهای دولتی در قالب طرح‌صهای توسعه شهری است که سبب از بین رفتن باغات و اراضی کشاورزی در پیرامون شهر و به حاشیه رانده شدن اراضی شهر به سب ایجاد شهرها و شهرک‌صهای جدید بوده که ببش از پیش به این الگوی اسپرال شهری دامن زده است

Rising of urbanization population and cities unlimited growth ate the result of mentioned case , cause to inevitable of pay attention to urban subjects such as development and growth for urban planners. During recent years , Iran cities such as another third world cities faced with significant changes , which cities and their outskirts were developed in short-term without plan and multiple size of primary extent. Cities fast physical growth without plan development framework and unequal , shapeless form cause to generating phenomena with the name of Urban SPRAWL transmittance. Mentioned urban SPRAWL pattern is origin of many problems such as environmental , social and economical problems in urban societies and also different reasons are interfered in its creation which main and important example is government policies for urban fields and housing ; and also they have significant effect on unequal urban growth pattern. Recently, most of Iran cities experienced urban improper phenomena , which we can refer to Tabriz city and it is not except from growth and development pattern and it had dispersed and unequal growth during recent decades. Using Shanons and Holderns anthropy models , Tabriz city development was analyzed between 1365 to 1395 and according to mentioned models analysis , it was cleared that city development and growth is function of urban sprawl and horizontal growth and also based on Holderns model ; 30 percent of Tabriz city physical growth were generated at the result of population growth and 69 percent cases related to urban dispersion and transmittance. One of main and important effective factors in changes were originated from Tabriz city physical and population growth and governmental policies in framework of urban development plans, which they cause to garden and agriculture fields waste around city and also city fields drove to outskirt were results of new cities and towns generation and they cause to more disturbance of urban sprawl pattern
