قیمت مواد غذایی در بازارهای جهانی به طور قابل توجهی در سالهای۲۰۰۷ - ۰۸و ۲۰۱۱ افزایش یافته است .لذا انتظار بر اینست که افزایش قیمتهای جهانی مواد غذایی به قیمتهای داخلی مصرفکننده و تولیدکننده نیز انتقال یابد .از این رو، تکانههای ناگهانی افزایش قیمت مواد غذایی در طول یک دهه گذشته، توجه بسیاری از پژوهشگران و سیاستگذاران را به خود جلب کرده و آثار تورمی این تکانههای قیمتی موضوع پژوهشهای زیادی بوده است .این مطالعه نحوه عبور قیمتهای جهانی مواد غذایی به شاخص قیمت مصرفکننده، شاخص قیمت مواد غذایی و قیمت مواد غذایی اصلی شامل برنج، گندم، شکر، روغنهای نباتی، گوشت مرغ و گوشت گوساله را مورد بررسی قرار داده است .با استفاده از الگوهای خودتوضیح مارکوف سوئیچینگAR) - (MSو خودتوضیح برداری مارکوف سوئیچینگVAR)- (MS، توابع عکسالعمل آنی وابسته به رژیم و دادههای فصلی، رفتار غیرخطی قیمت مواد غذایی اصلی و میزان عبور قیمتهای جهانی مواد غذایی به قیمتهای داخلی در دوره۱۳۶۹ - ۹۲مورد ارزیابی قرار گرفته است .نتایج نشان داد که الگویAR - MSبرآوردهای مناسبی برای همه اقلام غذایی مورد بررسی داشته و رفتار سری نرخ رشد قیمت این کالاها را به رژیمهای مختلفی تقسیم کرده است .با توجه به یافتههای پژوهش، الگویVAR - MSنیز چارچوب مناسبی برای الگوسازی اثر عبور قیمت جهانی مواد غذایی منتخب فراهم کرده است .به استثنای گوشت گوساله، تفاوت قابل توجهی در مقدار عبور قیمت، بین رژیمها وجود دارد .برای تمامی محصولات، مقدار عبور قیمت در رژیم دوم نسبت به رژیم اول بیشتر است .بر اساس نتایج، میزان عبور قیمت در رژیم اول در پایان سال اول برای برنج، گندم، شکر، روغنهای نباتی و گوشت مرغ به ترتیب برابر۰۴/۰ ،۱۲/۰ ،۱۰/۰ ، ۴۵/۰ و ۱۱/۰ است .این در حالی است که میزان عبور قیمت در رژیم دوم بعد از گذشت چهار فصل برای کالاهای مذکور به ترتیب برابر۵۴/۰ ،۳۴/۰ ،۶۶/۰ ، ۵۲/۰ و ۵۰/۰ است .میزان عبور قیمت برای گوشت گوساله بعد از گذشت چهار فصل برابر ۰۸/۰ است .با توجه به نتایج آمارههای تشخیصی، تصریح غیرخطیVAR - MSدر مقایسه با الگوی خطی VAR برازش بهتری در برآورد میزان عبور قیمت جهانی مواد غذایی به قیمتهای داخلی مواد غذایی و مصرفکننده دارد .یافتههای پژوهش نشان داد که میزان عبور قیمت جهانی مواد غذایی به شاخص قیمت داخلی مواد غذایی در رژیمهای اول و دوم بعد از گذشت دو سال به ترتیب برابر ۳۲/۰ و ۶۴/۰ است .علاوه بر این، نتایج حاکی است که میزان عبور قیمت جهانی مواد غذایی به شاخص قیمت مصرفکننده در رژیمهای اول و دوم بعد از هشت فصل به ترتیب برابر ۴۳/۰ و ۹۴/۰ میباشد .در طول تکانههای اخیر قیمت مواد غذایی که در رژیم دوم قرار گرفتهاند، میزان عبور قیمت بیشتر بوده است .با توجه به اینکه دو رژیم از هم تفکیک شدهاند، در واقع بیانگر این است که با افزایش ارتباط اقتصاد ایران با بازارهای جهانی یک تغییر ساختاری در فرایند عبور قیمت رخ داده است .سرانجام، برآورد توابع عرضه و تقاضا و ارزیابی اثرات رفاهی تغییر قیمت برنج، گندم، شکر، گوشت گوساله و گوشت مرغ نشان داد که تغییرات مازاد مصرفکنندگان و تولیدکنندگان این محصولات به طور قابل توجهی متفاوت است .به گونهای که میزان افزایش مازاد تولیدکنندگان ناشی از افزایش قیمت از مقدار کاهش مازاد مصرفکنندگان کمتر است .وابستگی زیاد به واردات برخی محصولات و نهادههای کشاورزی و اجرای قانون هدفمندی یارانهها از مهمترین عوامل تعیینکننده عبور قیمت جهانی مواد غذایی به قیمتهای داخلی در ایران بوده است .نتایج به دست آمده حاکی از این است که در طراحی سیاستها باید توجه زیادی به مقدار عبور قیمتهای جهانی مواد غذایی صورت گیرد .سیاستگذاران میتوانند اثر عبور قیمتهای جهانی مواد غذایی به قیمتهای داخلی را با به کارگیری سیاستهای مهار تورم و افزایش نسبی ارزش پول ملی کاهش دهند .علاوه بر این پیشنهاد میشود که سیاستهای مرتبط از قبیل اعمال تعرفه و محدودیت واردات با در نظر گرفتن قیمتهای جهانی و واکنش قیمتهای داخلی اجرا شوند

Food commodity prices increased substantially in global markets during 2007-08 and 2010-11. It is expected that the rise in food commodity prices on international markets pass-through to domestic consumer and producer prices. Therefore, the sudden increases in food prices during last decade have attracted attention from researchers and policymakers and inflationary effects of these shocks have been the subject of much research. This study investigates how food commodities global prices are passed on to consumer price index, food price index and staple food commodities including rice, wheat, sugar, beef meat, chicken meat and vegetable oils in Iran. Using the Markov Switching Autoregressive (MS-AR) and Markov Switching Vector Autoregressive (MS-VAR) methods, regime dependent impulse response functions and quarterly data set, the nonlinearities in staple food commodities price behavior and pass-through of world food prices to domestic prices were analyzed between 1990 and 2013. The results show that MS-AR model has suitable estimations for all commodities and decompose the price growth series behavior into regimes. According to the findings, the MS-VAR model provides a suitable framework for modeling world food price pass-through. Except for the beef meat, there is a considerable difference in the pass-through magnitude between the regimes. The pass-through extent in the second regime is much higher than the first regime for all products. The findings indicate that the magnitude of the global price pass-through of rice, wheat, sugar, vegetable oils and chicken meat to domestic prices is respectively 0.04, 0.12, 0.10, 0.45 and 0.11 in the first regime after a year. While the pass-through extent for these products in the second regime is 0.54, 0.34, 0.66, 0.52 and 0.50 after four quarters. The pass-through magnitude for beef meat is 0.08 after one year. According to the diagnostic statistics, MS-VAR specifications have a better fit to data than the linear VAR model in estimation of world food prices pass-through to domestic food and consumer prices. The findings illustrate that the extent of the world food prices pass-through to domestic food prices in the first and second regime is respectively 0.32 and 0.64 after two years. Furthermore, the results demonstrate that the magnitude of the pass-through from world food prices to the consumer price index in the first and second inflation regimes is respectively 0.43 and 0.94 after two years. During the period of recent world food price shocks, which was characterized with the second regime, the magnitude of the pass-through has been larger. Interestingly since the two regimes are separated, we do in fact reveal that a structural change in the price transmission mechanism has occurred with increased integration of Iran within the world food market. Finally, the estimation of supply and demand functions and evaluation the welfare effects of changes in rice, wheat, sugar, beef meat, and chicken meat prices revealed that the changes in producers and consumers surplus of these products is considerably different. So that, the amount of increase in producers surplus due to price increasing less than decrease in consumers surplus. Higher dependence on agricultural inputs and food imports, as well as subsidy reform were major determinants of the global food price pass-through to domestic prices in Iran. These results suggested that much more attention should be given to the magnitude of global food prices pass-through in policy designing. The Iranian government can reduce the global prices pass-through to domestic inflation by adopting inflation targeting policies and appreciation of the domestic currency. Moreover, it is suggested that the relevant policies such as import tariffs and restrictions implement with respect to world prices and domestic prices reaction
