وجود نابرابری بین کشورهای مختلف و نیز بین مناطق مختلف یک کشور، اذهان را متوجه مفهوم توسعه متوازن و متعادل می‌سازد .به‌گونه‌ای که مفاهیمی مانند برنامه‌ریزی منطقه‌ای و ناحیه‌ای سر برمی‌آورند .دراین‌بین شاخص کلیدی سنجش مفهوم توسعه و توسعه‌یافتگی است .توسعه ابعاد مختلفی دارد و روزبه‌روز بر این ابعاد و پیچیدگی آن افزوده می‌شود .پژوهش حاضر با رویکرد توصیفی- تحلیلی و با استفاده از روش تحلیل عاملی و گزینه‌های آن چون تحلیل تشخیصی و امتیاز استاندارد و با بهره‌گیری از ۵۲ شاخص به سطح‌بندی شهرستان‌های استان آذربایجان شرقی، آذربایجان غربی و اردبیل پرداخته‌شده است .نتایج بیانگر این است که تفاوت معناداری بین شهرستان‌های این سه استان ازنظر سطح توسعه‌یافتگی وجود دارد .به‌طوری‌که ۱۶ از شهرستان‌های منطقه توسعه‌یافته هستند، همچنین ۱۶ نیز توسعه متوسط به بالا دارند، پس می‌توان گفت حدود ۳۲ درصد شهرستان میزان برخورداری بهتری دارند، ۴۵ درصد شهرستان‌های منطقه درجه توسعه‌یافتگی متوسط به پایین دارند، ۲۱.۵درصد نیز توسعه‌نیافته هستند، درمجموع هم می‌توان گفت ۶۷ درصد شهرستان‌های منطقه آذربایجان وضعیت چندان مناسبی ندارند .

Inequality among different countries and among different regions of the country will draw attention to the concept of balanced development. So that concepts such as regional planning appears. Now The key indicator is the measure of development concept and development. Concept of Development Has different dimensions and these dimensions and theirs complexity is added day to day. This study by Descriptive-analytic approach and using factor analysis and rating options like Diagnostic Analysis and Standard rating method and using 52 indicator has been ranked the counties of eastern Azerbaijan,Western Azerbaijan and Ardebil states. Results indicate that significant differences exist between the counties of the three provinces in terms of level of development. So 16 of the conties in the region are developed, as well as 16 developed moderate to high. About 32 of the conties can be said to have the better condition. 45 of the conties have the development of a medium to low. 21.5 are undeveloped too. Generally It can be said that 67 of the conties of Azerbaijan have not the good situation
