CO2 emissions, Index Decomposition Technics, Manufacture of Basic Metals Industries, LMDI Approach, Iran. JEL Classification: Q40, Q41, Q43 Abstract: One of the most important energy pollution is greenhouse gas emissions resulting from the combustion of fossil fuels. Carbon dioxide resulting from the combustion of these fuels has the highest share of greenhouse gas emissions. Manufacture of Basic Metals industries with a share of 23 percent have a significant role in carbon dioxide emissions in the industrial sector of Iran. Having knowledge of how these changes would require pollution is due to several factors affecting emissions them. Using data from industries with ten or more labour force, based on ISIC four digit codes, and also LMDI, this study, evaluates the factors affecting the carbon dioxide emissions in the Manufacture of Basic Metals industries in Iran over the period of 2000 2011. To do so, We use five factors decomposes including; (activity effect, structural effect, energy intensity effect, fuel mix effect and emission coefficient effect) and also the six factors decomposes including; (activities effect, structure out part effect, structure of the part effect, energy intensity effect, fuel mix effect and emission coefficient effect). The results indicate that the activity effect is the major factor of increasing carbon dioxide emissions, and, in the contrast, energy intensity effect has been a major factor in reducing carbon dioxide emissions. It also shows the structural effect factors have contributed little to the decrease in carbon dioxide emissions. Fuel mix effect also indicates that by relative increasing share of natural gas during this period and relative decrease fuel oil, the carbon dioxide emissions has been increased. The results also indicate that emission coefficient effect of fuel quality has declined and this has led to increases in carbon dioxide emissions. Also external structure effect has resulted in increased and internal structure effect has resulted in decreased in carbon dioxide emissions. So to avoid increasing intensity of emissions in the industries, policy recommendations should be applied for increasing of energy efficiency, using of clean energy, clean activities and promoting structural change towards quality of fuels
