In 1912 some prominent leaders of the Pentecostal movement in Europe decided to form an International Consultative Council that would meet once or twice a year. At least four such meetings were held before the First World War prematurely ended the venture. In this article the cause, proceedings and significance of the council will be considered. Extensive attention is given to the preceding Leaders' Meetings that were held during the international conferences as from 1908 and eventually would lead to the formation of the Consultative Council.
