"The 1985 "Resolution of the CPC Central Committee Concerning Educational Reform" had the dual aim of strengthening the macro-management of higher education at the central ministry level while increasing micro-management autonomy at the institutional level. The purpose of this article is to examine the reform provisions of this Resolution in the light of past organizational precedents, present educational problems, and future modernization goals. The article discusses the division of administrative authority and function between central administration and local institutions established under the provisions as well as the new distinction between politics and administration in university operations. The durability and applicability of this reform is brought into question by the recent dismissals of several university administrators who used their newly-granted autonomy to encourage "bourgeois democracy.""
