Keçiboynuzu İbrahim Hilmi (İbrāhīm Ḥilmī) Paşa (1160-1240/1747-1825) served as the Ottoman grand vizier for the final nine months of the tumultuous, reformist reign of Sultan Selim (Selīm) III (r. 1203-22/1789-1807). Born in Istanbul's Üsküdar district, he was the son of Çiçekci Mehmed Ağa (Meḥmed Āghā), the beytülmalci (bayt al-mālci , treasurer) of the janissary corps.
