The issue of terrorism today has become a global phenomenon that threatens all States, and hardly a day goes by that we do not hear about a terrorist operation in a country. Terrorism is an old human behavior that is not linked to religion, homeland, morality, time, or place where it targets the security and stability of societies and leads to political, economic and social changes and damage. In fact, individuals in terrorist organizations do not have legal powers, they carry out their own acts under their own authority within the organization. This characterizes the crime of terrorism and allows its members to use highly effective weapons in the execution of their crimes. There are many differences in the definition of terrorism, and there is no consensus on it, possibly due to different interpretations of political, social and economic problems leading to terrorism. Some believe that terrorism is a struggle and jihad, and there are those who see it as a criminal act that deserves punishment. The suffering of humanity has not stopped at the risk of terrorism. In contemporary history, so-called counter-terrorism has emerged, which has become the greatest threat to humanity, for which the number of innocent victims has increased, the occupation of the country, the theft of wealth, and the violation of humanity. This study will focus on the efforts of the Kingdom of Saudi Arabia (hereafter referred to as the Kingdom in combating terror from 1995 to 2015. The argument of this study will demonstrate the many contributions of the Kingdom in combating terrorism, especially political terrorism.
