This collection of essays constitutes a representative sample of Carpenter's writings on U.S. foreign policy during his 17 years at the Cato Institute. Naturally beginning with discussions of the ramifications of September 11, the essays are organized into sections on the Balkans, NATO, relations with East Asia allies, relations with China, relations with Russia, Middle East policy, policy towards the United Nations, the drug war, general strategy, and foreign policy and domestic liberty.
