The purpose of this study is to compare nation state directed cyber-attacks against critical infrastructure, and how the disruption of the critical infrastructure services affects a nation, to determine effective mitigations to similar attacks. Through understanding such attacks, critical infrastructure operators can take defensive steps to reduce the impact of similar future attacks. Each of the attacks against Ukraine's power grid, Saudi Arabia's energy sector and Iran's nuclear sector exhibited a destructive element, which took advantage of weaknesses within the infrastructure environment. Additionally, preparation, research, and training was required to ensure the success of the attacks. It is likely that Nations will continue to improve preparation, research, and training in order to increase their attacks' effectiveness.
