چکیده (انگلیسی): Among the thinkers of enlightenment age and thereafter, in no philosopher like ‎Hegel there is so deep connection between foundations of his philosophy and concept of ‎freedom. He sometimes suggests that his philosophy is not only the explaining of freedom, but ‎also its ultimate fulfillment. Hegel begins from the concrete world and it is from this base that he ‎discovers the public identity of man in the heart of society. To reach freedom, he proposes ‎concrete morality, against kantian abstract morality. Hegel, after this procedure, reaches a kind of ‎rationality that originates in the foundation of concrete morality. This rationality certainly is not ‎of the kind of kantian pure reason, but is historical and cultural. The rationality of concrete ‎morality develops and extends in the course of time and in procedure of history. In order to show ‎this rationality in the hearts of social moralities, Hegel appeals to philosophy of history. In ‎Hegel's view, the absolute freedom don't fulfill unless in a society in which institutions, ‎costumes, laws, duties and values govern; because these are the only context in which abilities of ‎freedom develop and remain permanent. The modern state, since contains all necessary ‎institutions for fulfillment and appearance of freedom, is the best fulfillment of freedom in the ‎history of world
