ایران به عنوان یکی از کهن¬ترین کشورهای جهان، همواره درون خود حکومت¬های متعددی دیده است. شاهنامۀ فردوسی به مثابۀ تاریخ و اثر اساطیری و پهلوانی منظوم ایران، به نمایش ویژگی¬ها و وظایف پادشاهان و نحوۀ حکومت در سه دورۀ اساطیری، پهلوانی و تاریخی قبل از اسلام پرداخته است. همچنین در دوران بعد از ورود اسلام به ایران، کتابهای متعددی دربارۀ آیین حکومتداری و ادارۀ کشور توسط وزیران دربار ايرانی نوشته شده ¬است که یکی از مهمترین نوشته¬ها در این زمینه، کتاب سیاست¬نامۀ خواجه نظام¬الملک طوسی است که برجسته¬ترین وزیر دوران شکوه حکومت سلجوقیان است، می¬باشد. حکومتی که گسترۀ قلمرو آن، بین حکومت¬های بعد از اسلام در ایران بی¬بدیل است و با حکومت ساسانیان برابری میکند. موضوع اين پژوهش، بررسی آیین حکومت¬داری، مملکت¬داری و شیوۀ كشورداری، بر مبنای آثار فردوسی در شاهنامه و خواجه نظام¬الملک طوسی در سیاست¬نامه، با تکیه بر اخلاق و مسئولیت¬های حاكمان است. چگونگی تحقق اهداف و آرمان¬های حکومت و نیاز آن به حاكمی با ويژگی¬ها و توانایی¬های خاصّ تربیتی، اخلاقی، عقیدتی و سیاسی، باورهای دينی در شیوۀ كشورداری، بهره¬گیری از اصول انسانی در رفتارهای حکومتی و در نهايت، مقايسه و تطبیق اصول حکومت و مملکت¬داری در دو مکتوب بزرگ شاهنامه و سياست¬نامه، مورد توجه می¬باشد. در این مقام ضمن بررسی ابعاد گستردۀ حکومت¬داری در شاهنامۀ فردوسی و بیان تأثيرات آن بر سیاستنامه که از كتب ادبی و سیاسی ارزشمند ايرانی است، به مقايسۀ ديدگاه¬های اين دو كتاب در آيين حکومتداری و مسئولیت¬های حاكمان پرداخته-ایم. نتیجه این که عناصر آیین حکومت در شاهنامه در داستان¬ها پراکنده است اما در سیاست¬نامه تا حدودی مدوّن است و گویی این کتاب، قانون اساسی کشورداری است و در آن اخلاق حکومتی بر سیاست آن غلبه دارد. آیین حکومت¬داری، در شاهنامه و سیاست¬نامه گاهی مشابه هم، گاهی کامل کنندۀ هم و در مواردی بسیار نادر متفاوت از همدیگر هستند. گاه فردوسی، در آیینی به جزئیات پرادخته است و گاه نظام¬الملک، بیشتر از فردوسی به جزئیات آیینی پرداخته است
Iran, as one of the oldest countries in the world, has always seen several governments within itself. Ferdowsi's Shahnameh, as the history and mythological and heroic work of Iranian poetry, shows the characteristics and duties of kings and the way of governing in three mythological, heroic and historical periods of pre-Islamic. Also in the period after the arrival of Islam in Iran, several books on the governance and administration of the country were written by the ministers of the Iranian court one of the most important them in this field is the Siyasatnameh book of Khajeh Nizam al-Molk Tusi, which is the most prominent He is the minister of the glory days of the Seljuk rule. A government whose territory is irreplaceable among post-Islamic governments in Iran and is equal to the Sassanid government.The subject of this research is the analysis of the ritual of governance, statehood and the style of governance, according to the works of Ferdowsi in Shahnameh and Khajeh Nizam-al-Molk Tusi in the Siyasatnameh, relying on the ethics and responsibilities of the rulers. How to achieve the goals and aspirations of government and its need for a ruler with special educational and moral characteristics and abilities, moral, scientific, ideological and political, religious beliefs in governance, the use of human principles in government behavior and finally Comparison and application of the principles of government and statehood in the two great letters of Shahnameh and Siyasatnameh are considered. In this article, while examining the broad dimensions of governance in Ferdowsi Shahnameh and expressing its effects on the policy, which is one of the valuable Iranian literary and political books, we have compared the views of these two books on governance and the responsibilities of rulers. The result is that the elements of the rite of government in the Shahnameh are scattered in the stories, but in the siyasatnameh letter it is somewhat codified, as if this book is the constitution of the state and in it the ethics of the government prevails over its policy. The Shahnameh's governance rites and siyasatnameh are sometimes comparable, sometimes complementary, and in rare situations, completely distinct. Ferdowsi has paid attention to ritual details on occasion, while Nizam-al-Molk has paid more attention to ritual details on occasion than Ferdowsi.
