قانونمند نمودن رفتار پلیس در انجام وظایف و اختیاراتش و دفاع از حقوق بنیادین شهروندان مستلزم شناخت دقیق حقوق شهروندی از سوی افراد پلیس و شناخت مردم از حدود وظایف، اختیارات و صلاحیت های پلیس می باشد.در نظام جمهوری اسلامی ایران با در نظر گرفتن ماهیت مردمی و اسلامی پلیس به عنوان مجری قانون و عدالت و حافظ حقوق شهروندان، حفظ کرامت و حقوق انسانی افراد جامعه از اهمیت خاصی برخوردار است که این پایان نامه با بیان وظایف سازمانی پلیس و الزامات حقوق شهروندی به تحلیل آن پرداخته و سعی شده است با توجه به قوانین و مقررات موجود و عرف مورد قبول جامعه، درک روشنی از جایگاه حقوق شهروندی در وظایف و اختیارات پلیس ارائه شود .این پژوهش از یک بخش مقدماتی و سه بخش کلی تشکیل شده است .در بخش اول به مباحث کلی، تعاریف و ماهیت حقوق شهروندی و پلیس پرداخته شده و در بخش دوم به جایگاه حقوق شهروندی در وظایف و اختیارات اداری پلیس و در بخش سوم از جایگاه حقوق شهروندی در وظایف و اختیارات قضایی پلیس وضمانت اجراهای آن سخن به میان آمده است

Regulate of the police's behaviour in the duties and powers and defending from basic citizenship rights is involved that the police recognize citizenship rights and people recognize the polic's limitation of liabilities and authorities. In the system of Islamic republic of Iran in the light of Islamic and public nature of the police as justice and law enforcement officer and protecting for cilizen's rights, preserving from humane rights. And charisma of people of society have particular importance that this thesis is analysed them by indicating the police's organizational duties and requirements of citizenship rights and in the light of existed rules and acceptable custom of society we tried to represent a clear conception of the position of citizenship rights on the police's duties and liabilities. This research includes an introductory section. And three general sections. In the first section it is dealt with general debates definitions and nature of the police and citizenship rights and in the second section it is discussed with position of citizenship rights on the police's duties and administrative liabilities and in the third section it is discussed with position of citizenship rights on the police's duties and powers judicial its executive guaranty
