بررسی کارایی سازمان‌صها، یکی از روش‌صهای کارآمد ارزیابی عملکرد در سازمان‌صها و ادارات است .در ارزیابی کارایی سازمان‌صها ابعاد مختلفی از سازمان مورد بررسی قرار می‌صگیرد و همچنین در این نوع ارزیابی می‌صتوان به مقایسه سازمان‌صهای مشابه پرداخت .درمانگاه‌صها یکی از مهم‌صترین واحدهای عملیاتی نظام بهداشت و درمان هستند، بنابراین توجه کامل به کارایی فنی آن‌ها از اهمیت ویژه‌صای برخوردار است .هدف این تحقیق ارزیابی کارایی فنی و رتبهبندی درمانگاههای سازمان تأمین اجتماعی استان آذربایجان شرقی می‌صباشد .در مطالعه حاضر، کارایی فنی درمانگاه‌صهای سازمان تأمین اجتماعی استان آذربایجان شرقی طی دوره۱۳۹۰ - ۹۷با روش تحلیل پوششی داده‌صها (DEA)و در شرایط بازده متغیر به مقیاس اندازه‌صگیری و رتبه‌صبندی شده است .داده‌صهای مورد استفاده شامل هفت گروه تعداد پرسنل، به عنوان نهاده و سه گروه تعداد ویزیت پزشکی به عنوان ستاده، است .نتایج حاصل نشان می‌صدهد، درمانگاه-های استان آذربایجان شرقی به طور متوسط در سطح بالایی از کارایی فنی قرار دارند .همچنین در طول دوره مورد بررسی درمانگاه شهید مختاری بهترین درمانگاه از لحاظ میزان کارایی فنی بوده و درمانگاه شهید ملک‌صپور به طور متوسط در رتبه آخر قرار دارد
Evaluating the efficiency of organizations is one of the efficient methods of performance evaluation in organizations and departments. In evaluating the efficiency of organizations, various dimensions of the organization are examined and also, in this type of evaluation, similar organizations can be compared. Clinics are one of the most important operational units of the health care system, so full attention to their technical efficiency is of particular importance. The aim of this study is to evaluate the technical efficiency and ranking of clinics of the Social Security Organization of East Azerbaijan Province. In the present study, the technical efficiency of the clinics of the Social Security Organization of East Azerbaijan Province during the period 2011-2018 has been measured and ranked by data envelopment analysis (DEA) method and in terms of variable returns to scale. The data used include seven groups of personnel as input and three groups of medical visits as output. The results show that the clinics of East Azerbaijan province are on average at a high level of technical efficiency. Also, during the period under review, Shahid Mokhtari Clinic is the best clinic in terms of technical efficiency and Shahid Malekpour Clinic is in the last rank on average
