مدیریت سازگار و مشارکتی منابع آب، مهمترین راهکار برای حفظ این منبع محدود، در شرایط بحرانی حاضر میباشد .در این رساله، تخصیص منابع آب با استفاده از دو روش تخصیص عمومی و تخصیص مبتنی بر بازار آب با امکان مصرف مشارکتی حقابهصها، مورد توجه قرار گرفته است .ابتدا با هدف مدلصسازی تخصیص عمومی، با استفاده از یک مدل بهینهصسازی غیر خطی، مقادیر آب تخصیص یافته بهینه به هر یک از مصرفصکنندگان محاسبه شده است .در مرحله دوم، برای تخصیص بازار آب، مدل بهینهصسازی با تابع هدف ارزش اقتصادی آب و با وجود امکان مبادله حقابهصها، توسعه داده شده است .پس از تخصیص آب به شرکتصکنندگان در بازار، برای رعایت عدالت و تشکیل بازار پایدار، باید پرداختصهایی بین شرکتصکنندگان صورت گیرد .برای بازتخصیص سود حاصل از تشکیل بازار از مفاهیم بازی تعاونی استفاده شده و با تشکیل ائتلافصهای مختلف از مصرفصکنندگان، سود حاصل از برقراری بازار بصورت عادلانه توزیع شده است .نتایج بدست آمده از مدل تخصیص عمومی، به عنوان حقابه های اولیه در نظر گرفته شده است .حوضه آبریز اسکو در استان آذربایجانصشرقی، حوضه آبریز بالخلیصچای در استان اردبیل و حوضه آبریز زرینه رود، سه منطقه مورد مطالعه در این رساله میصباشند

The adaptive and cooperative management of water resources are the main strategies to preserve these limited resources in current critical condition. In this research, the allocation of water resources in three basins is evaluated using two methods of administrative and market-based mechanisms. First, in the administrative allocation, a nonlinear optimization model has been developed to maximize the net benefit of farmers, taking into account the system constraints. Secondly, in the market-based allocation, optimization model has been developed by maximization of the economic value of irrigation water and defining tradable water rights. In order to reallocate the market benefits and establish a sustainable one, the concept of the cooperative game is then utilized. The benefits of the market are equitably distributed in a different coalition of consumers by various concepts of cooperative game. The results of the administrative allocation model are considered as the initial water rights in the second model. The Osku region, The Balikhlichay river basin in Ardabil province and the Zarrinehrud basin are three case studies of this study. In Osku region, current local water market among farmers has been analysed. In Balikhlichay basin model, the resources are allocated between different agricultural regions. At this stage, the area of crops, the optimum amount of water and the shadow prices are in each region have been obtained. The economic value of water is derived by calculating the area under the water inverse demand function curve for each region. The volume of water trades and the final allocated water are decision variables. The benefits of all consumers in the market will increase by cooperative game. Results indicate that water market in the Balikhlichay region can improve water use efficiency. Additionally, the results obtained in this thesis show that the market would increase farmers profitability by to 9 . The results show that the market leads to trading about 18 of water rights among farmers in this region. In Zarrinehrud basin allocation model, different sectors including agriculture, domestic, industry and environment are assumed as stakeholders of basin. The allocation problem consists of two steps. Water resources are initially allocated to water users based on the Nash bargaining model in administrative allocation and the achieved nonlinear interval parameter model is solved by transforming it into a problem with a deterministic weighted objective function. Then, the optimization problem is solved by linear interval programming and by converting it into a problem with two deterministic objective functions. Findings suggest that a reframing of the problem using cooperative strategies -creating flexibility in water allocation using mutual gains approach - provide better outcomes for all competing users of water. The results obtained in this study indicates the effectiveness of the proposed methodology in resource allocation based on stakeholders cooperation compared with the central allocation method
